Description
This notice is for information purposes only. A program solicitation to potentially award multiple financial assistance cooperative agreements, is underway. It is the intent of the National Energy Technology Laboratory (NETL), to conduct a competitive program solicitation, DE-PS26-02NT41422, and award financial assistance (Cooperative Agreements) for the program entitled ?Development of Technologies and Capabilities for Developing Coal, Oil and Gas Energy Resources.? Applicants are advised that the submission of proposals in an electronic format will be required utilizing the Industry Interactive Procurement System (IIPS) through the Internet at http://e-center.doe.gov. This solicitation will include three (3) separate closing dates and uses a two-step application process for each closing date. The purpose of the two-step application process is to preclude potential applicants from expending unnecessary resources for preparation of a comprehensive application for projects that are not desirable under this solicitation. Step 1 includes the submittal of a pre-application for consideration. Following consideration by DOE, pre-applicants will be notified that they are either encouraged or discouraged from submittal of a comprehensive application for evaluation. NETL is seeking proposals for cost-shared research and development related activities that promote the efficient and sound production and use of fossil fuels (coal, natural gas, and oil). Related information on the Fossil Energy Areas of Interest can be found on the NETL website (www.netl.doe.gov) and on the National Petroleum Technology Office (NPTO) website (www.npto.doe.gov). Through this solicitation, NETL expects to support applications in the following fourteen (14) separate (i.e., stand alone) Areas of Interest: Coal & Environmental Systems: (1) Power Systems Advanced Research (2) Gasification Technologies (3) Combustion Systems (4) Carbon Sequestration (5) Environmental & Water Resources (6) Vision 21 Technologies Fuel Processing (7) Natural Gas Processing (8) Transportation Fuels & Chemicals (9) Fuels Advanced Research Oil Technologies (10) Oil & Gas Environmental Upstream (11) Oil & Gas Environmental Downstream Strategic Center for Natural Gas (12) Gas Exploration, Production & Storage (13) Fuel Cells (14) Infrastructure Reliability for Natural Gas The program solicitation will be available on the IIPS website at http://e-center.doe.gov. on or about November 15, 2001. DOE anticipates providing $17,000,000 (based on the availability of appropriated funds) to fund the program, with industry providing a minimum 20% cost share (based on total project cost) for every project, bringing the total anticipated program value to $21,250,000. DOE anticipates making 20 -- 30 multiple awards under this program solicitation. The solicitation, DE-PS26-02NT41422 will be available via the internet for downloading as a Word97 (.doc). Interested parties are advised that availability of this program solicitation is limited to this electronic medium and distribution will not be made via diskette nor in paper copy. All communications concerning the program solicitation shall be made through the IIPS system under the program solicitation number DE-PS26-02NT41422.
