Description
MODIFICATION TO SYNOPSIS: The Naval Facilities Engineering Command Southern Division is seeking interest from 8(a) firms in the Small Business Administration ?s Regions 3, 4, 5 and Wyoming in Region 6 and those 8(a) firms with bona-fide places of business in the specified SBA districts. The Navy is targeting the issuance of an indeterminate number of Basic Ordering Agreements (BOAs) to be selected from 8(a) contractors, within specified SBA districts, that meet the qualification requirements as set forth in this announcement. Those contractors that can demonstrate that they meet the qualification requirements will be awarded a BOA. The estimated period of performance for the BOAs will be one year (1) with the Government reserving the right to exercise options for up to four years, with no single option exceeding one year in accordance with DFARS 216.703 (c). BOAs are designed to provide enhanced contracting opportunities to qualified firms under the 8(a) program serviced by the specified U.S. Small Business Administration (SBA) Regional Offices. While there may not be opportunities in every district within the regions cited, potential work has already been identified for the Jacksonville and Miami districts in Florida, Georgia, Illinois, Indiana, Kentucky, Louisiana, Mississippi, South Carolina, Tennessee and the Dallas/Ft. Worth and Harlingen districts in Texas. The BOA is not a contract, but a written instrument of understanding negotiated between the Naval Facilities Engineering Command Southern Division (NAVY) and the 8(a) firm to facilitate the expeditious acquisition of covered services, if and when ordered. The Navy will compete task orders issued under the BOAs among the BOA holders. Each task order that is issued under the BOA shall constitute a separate contract. Each task order may contain pre priced options for the continued performance of environmental work under the task order. The BOA contractor will be required to furnish all labor, materials, tools, management, supervision, laboratory testing, engineering and equipment required of the task order. If adequate competition cannot be obtained from the BOA contractors within the designated SBA district for a particular requirement, the Government reserves the right to open the area of competition to include BOA holders in adjacent districts. There is no guaranteed minimum dollar amount or volume of work that will be ordered under the agreement, however there is a maximum dollar amount of $3,000,000 for each task order that can be awarded to an 8(a) contractor. There is no assurance from the BOA of a steady stream of work. Nothing in the BOA is intended to state or imply any agreement by the Navy to place future orders with the Contractor or to require the Navy to solicit and acquire covered services from the Contractor only. SCOPE OF WORK: The anticipated Remedial Action Operations/Long Term Management (RAO/LTM) work comprehends operating, maintaining and/or monitoring Navy environmental restoration sites that have ongoing remedial actions. Types of remedial actions may include, but are not limited to: capped landfills, groundwater treatment systems, phytoremediation, vegetative covers, shoreline protection, soil vapor extraction, bioventing, steam or air sparging, infiltration barriers, leach basins, storm water containment systems, enhanced bioremediation, and free product recovery. Monitoring and reporting of contaminants in accordance with approved monitoring plans at sites with remediation systems or where monitored natural attenuation may be occurring. The LTM work may include, but is not limited to: Field data collection, sampling, performing field and laboratory analyses, surveying, modeling of various contaminants and geochemical indicators in different media, and comparing monitoring and modeling results to the remedial action objectives that are generally outlined in either a decision document, monitoring plan or applicable regulatory standards. Media can include, but are not limited to: air; groundwater; surface water; the marine environment; sediments and soil; soil vapor gas; aquatic, benthic or terrestrial organisms; bioassays. Monitoring requirements will include interpreting results for contaminants and geochemical indicators such as: metals, volatile organic compounds (VOC); semi-volatile organic compounds (SVOC); ordnance compounds; polychlorinated biphenyls (PCB)/pesticides; polynuclear aromatic hydrocarbons (PAH) and total petroleum hydrocarbons (TPH); water level; conductivity; redox potential; total organic carbon; dissolved inorganic carbon; dissolved oxygen; hydrogen; methane; ethane; nitrates; sulfates; and hydrogen sulfide. RAO/LTM services may include the following type services: (1) Inspection and reporting of remediation systems operating conditions, the use of supplies and replacement of equipment. This work will include maintaining an O&M logbook for each system being maintained. (2) Identification of system upgrades to improve system operations or remediation efficiency and to otherwise reduce life-cycle costs at the site. (3) Performing limited chemical treatments, contaminant source removals, or other physical treatments to improve efficiency of ongoing site remediation. (4) Establishing and abandoning of monitoring wells in accordance with local, state, and federal regulatory requirements. (5) Evaluating Navy Activities? compliance with activity-specific institutional control plans. (6) Managing and/or disposing of wastes resulting from the services provided by this contract, per Navy Activity instructions. (7) Providing support with GIS, CAD, and/or electronic data management. (8) Developing technical memoranda, including but not limited to: the findings of inspection, monitoring, testing, sampling, and modeling, annual summary reports, CERCLA five-year reviews, various permitting reports, and response complete reports. (9) Emergency repairs to non-functioning remedial action systems. (10) Minor projects of constructing, refurbishing, upgrading or reconfiguring remedial action systems to improve system operations or remediation efficiency and to otherwise reduce life-cycle costs at the site. (11) Designing and implementing system modifications and revising O&M manuals to incorporate any new requirements. On site design services to effect emergency or operational repairs, construction or refurbishment of environmental systems, creation of operating manuals, maintenance manuals. The NAICS Code covered under the BOA is 562910, Environmental Remediation Services, and the size standard is 500 employees. QUALIFICATION REQUIREMENTS:=20 Contractors that demonstrate that they meet the following qualifications will receive a BOA. Upon submission of the following information, Technical and Contractual personnel will review the documents and the contractor will be determined to be either Acceptable or Unacceptable. Those contractors whose proposals are found to be Acceptable will receive a BOA. If an offeror receives an Unacceptable rating in any qualification factor, that offeror will not be given a BOA. In order to be considered for a BOA, your submission must be accurate and complete. The Government does not contemplate having clarifications or discussions with offerors, however, it reserves the right to hold clarifications or discussions with offerors should it be necessary. The first deadline for submitting the qualification information is 3 January 2002 @ 1600 hours (4:00pm EST). Those contractors who respond by this date will be evaluated for potential issuance of a Basic Ordering Agreement (BOA) so they can immediately begin participating in the program. Information for work to be performed in other SBA Regions will be advertised as performance of the projects so dictates and will be through this same medium. Contractual Factor 1: SBA 8(a) certification. This factor considers the information that a firm is registered and certified in a given SBA District. A firm may be certified in multiple SBA Districts by having bona fide places of businesses in those SBA Districts. This factor considers the registration or certification of the 8(a) firm in those districts. Offeror shall submit information demonstrating the SBA District in which it is registered. The offeror will be rated as either Acceptable (the offeror submitted the certification from the SBA, indicating the SBA district and state of the certification); or Unacceptable (the proposal does not contain the necessary SBA certification). Contractual Factor 2: Registration in the Central Contractor Registration data base (www.ccr2000.com). This factor considers whether or not the SBA 8(a) firm is registered in the Central Contractor Registration data base. Offeror shall submit information demonstrating that it is registered in the CCR. The offeror will be rated as either Acceptable (offeror submitted information demonstrating that it is registered in CCR); or Unacceptable (the proposal does not present the necessary information with establishes CCR registration.) Contractual Factor 3: Licensed/Bonded/Insured NAICS Code 562910. The contractor will be required to furnish a bid bond with each proposal over $25,000. Performance and Payment bonds will be required for each proposal. This factor considers the 8(a) contractor?s having obtained the necessary licensing from the appropriate state or local government to perform RAO/LTM environmental work. This factor also considers whether the 8(a) firm has obtained financial bonding to indemnify the Government against the firms ceasing to exist as a viable entity and thus able to perform under a BOA task order. This factor also considers whether or not the 8(a) firm has obtained the necessary insurance coverage to indemnify the Government against casualty damages caused by contractor personnel performing on the job site. Offeror shall submit information demonstrating that the offeror is currently bonded, licensed and insured to perform remedial action operation/long term maintenance work under NAICS 562910. The offeror will be either rated Acceptable or Unacceptable. An Acceptable rating will be given if the proposal contains licensing information from an Environmental Agency, bonding information from a corporate surety and an insurance certificate detailing coverage for RAO/LTM type work. An Unacceptable rating will be given to those submissions that lack any of the above documents. Technical Factor 1: a. Past Performance (references). This factor considers the quality of the offeror?s and proposed subcontractors past performance. The government will evaluate whether the offeror and proposed subcontractors have consistently demonstrated a commitment to customer satisfaction, and timely delivery at reasonable prices. Past Performance includes, but is not limited to, the offeror's record of: (a) conforming to contract specifications and schedules; (b) cost effective performance; (c) interfacing with regulators, concerned community groups and significant stakeholders in the cleanup process; (d) client relations and business-like concern for the interests of the customer; (e) executing remediation work given performance or outcome based statements of work. In evaluating past performance, the government will consider information in the offeror's proposal and may consider information obtained from past and present customers, other government agencies, current and former subcontractors, performance evaluations contained in the U.S.Army Corps of Engineers Contractor Appraisal Support System (ACASS/CCASS) and any other sources deemed necessary by the government. Offerors are to provide information to demonstrate a history of performance on contracts that are similar in scope, complexity and size that demonstrate experience in performing work similar to that described in the scope of work section of this document. Offerors are to submit the requested in formation in the following format: Contract Title and Number, Location, Dollar Amount, Point of Contact, Contracting Officer (Name, Title, Telephone, Facsimile), Technical Manager (Name, Title, Telephone, Facsimile), Offeror is to submit at least three projects from within the last three years that are similar in size, scope and complexity as the remedial action operation/long term maintenance set forth in the scope of work of this synopsis/solicitation. These examples should demonstrate the ability to successfully meet client needs, timely delivery of services at reasonable prices. Past Performance includes the Offeror?s record (performance evaluations) of (a) conforming to contract specifications and schedules; (b) cost effective performance; (c) interfacing with regulators, concerned community groups and significant stakeholders in the clean up process; (d) client relations-in a business like manner; (e) executing work given performance or outcome based statements of work. Offeror will be given either an Acceptable or an Unacceptable rating for this factor depending upon the performance evaluations that were received for the above factors. If an offeror receives any past performance references that are less than acceptable, the offeror will not be given a BOA. If the offeror has no relevant past performance it will receive a neutral rating. Technical Factor 2. Experience (type projects) This factor considers the relevancy, breadth and depth of experience of the offeror in providing the same or similar RAO/LTM services as described in the Scope of work of this synopsis/solicitation. The individual experience of offerors current or prospective personnel will not be considered in this factor. Offerors are to provide information to demonstrate prior experience on contracts that are similar in scope, complexity, and size to the requirements of this RFP; and to demonstrate experience in performing environmental RAO/LTM services as stated in Scope of work of this synopsis/solicitation. Contract Title and Number, Location, Dollar Amount, Point of Contact, Contracting Officer (Name, Title, Telephone, Facsimile) Technical Manager (Name, Title, Telephone, Facsimile) Lead regulatory agency, State or EPA (Point of contact, Title, Telephone, Facsimile), Offeror may use the same submission as set forth in Technical Factor 2. Offeror will receive either an Acceptable or an Unacceptable for this factor. The rating will be based upon whether the contracts proposed are similar in scope, complexity, and size as the projected type of RAO/LTM work set forth in the Scope of Work of this synopsis/solicitation. An offeror who has no corporate experience in providing services of the size, scope and complexity of this project will be given an Unacceptable. Technical Factor 3. Management Internal Communication (Project Management) This factor considers the type, effectiveness and efficiency of the offeror's internal communication system that is used to actively manage projects. The system should not be limited to use in RAO/LTM projects, but rather should be descriptive of all the projects that the offeror actively is engaged in. Offeror shall submit a written description of the internal communication system utilized for effective and efficient project management. Offeror shall receive an Acceptable rating if it has an internal communication system in place. An Offeror shall receive an Unacceptable rating if it demonstrates that it has no management internal communication system in place for project management. Technical Factor 4. Laboratories (Proposed and actually used laboratories) This factor considers the proposed laboratory (ies) for sample analysis of ground water, soils and sediments. The factor considers the laboratories certification by a state or local agency, qualifications of personnel and the quality of the sampling data. Offeror shall submit a listing of the proposed laboratories with points of contact, telephone numbers, addresses, e-mail addresses, fax numbers. The listing should provide any certification information that the laboratory has received within the last year and the credentials of laboratory personnel, quality control plan(s) in effect at the laboratory. Offeror shall receive an Acceptable rating if it presents a proposed Laboratory listing which demonstrates that the laboratories have undergone outside certification, accreditation or licensing. An Unacceptable rating would result from the laboratory listing demonstrating that the proposed laboratories have not sought outside certification, accreditation or licensing. Technical Factor 5. Certified 29 CFR 1910.120 OSHA Safety Requirements. This factor considers whether the firm or its employees have received and are certified in 29 CFR 1910.120 Safety Training. Offeror shall submit documentation of current 29 CFR 1910.120 OSHA Safety training. Offeror shall receive an Acceptable or Unacceptable rating depending upon the number of up to date certified personnel on its staff and to be utilized on the BOA task orders. A rating of Acceptable will result from the offeror proposing a cadre of personnel who have received the required OSHA Safety training and have presented the necessary certification. The certification reflects that the training has been renewed on an as needed basis. An Unacceptable rating will result from the offeror providing little or no accreditation, certification or licensing information for its proposed personnel. Technical Factor 6. Key Personnel Resumes (education, background, experience, type reports written, to whom) This factor considers the individual employees qualifications in RAO/LTM environmental work, their work experience, e.g. the type projects they have worked on, degree of involvement in those projects and who they communicated with during the projects and how-written, verbal reports to clients, regulators, community members. Education of the personnel is also a consideration for this factor. The Offeror shall present the resumes of the personnel they are proposing for this RAO/LTM work. An Acceptable rating will result from the preponderance of personnel resumes disclosing that education, work background, experience demonstrate relevant, comprehensive and cogent experience with environmental RAO/LTM type work as set forth in the Scope of Work of this synopsis/solicitation. An offeror that provides little or no information or provides resumes of proposed personnel that have little or no qualifying education or experience will receive a rating of Unacceptable. Team Disclosure. a. Please disclose in your proposal any teaming arrangements. The name of the company, point of contact, address and telephone number should be included. b. In order to establish your bona fide place of business, only the information concerning the 8(a) SBA firm will be taken into account. Although "the non 8(a) SBA firm" teaming party may have many offices in multiple states, it is the 8(a) SBA firm who is responsible for establishing the bona fide place of business with the SBA for purposes of this solicitation. BOA Task Order Competition-Orders issued under the BOAs will be competed among BOA holders. Each solicitation for an order will indicate the degree of detail of pricing and technical information to be provided by the offeror.
