Description
Offerors shall provide all services, personnel, material, audio-visual aids, training aids, travel and lodging necessary to revise course materials and present a course of instruction on Crane Safety. This acquisition is for a firm-fixed type contract w ith two option years. This solicitation DACW87-02-Q-0002 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-27. THE SOLICITATION WILL BE BE RELEA SED ON OR ABOUT NOVEMBER 26, 2001. The NAICS CODE is 611430. This acquisition is set-aside for Small Business. Small Business Size Standard is $5M. The details of the award are as follows: The course is designed to give students skill in focusing on the safe operation of various types of cranes and lifting devices. DESCRIPTION: Topics to be presented include: Types of cranes; terminology, design and construction of cranes; Wire rope design and construction; Wire rope attachments and sheaves; Slings and Rigging; Use of Crane Load Charts; Inspection of cranes; Designing and Making Critical Lifts; Floating Cranes; Hoisted Personnel Platforms; U. S. Army Corps of Engineer Safety Rules, Activity Hazard Analyses, and Safety Plans. All course sessions are bein g taught in Huntsville, AL. Sessions scheduled for FY02 are as follows: Session 02-01, 5-8 Mar 02; Session 02-02, 11-14 Mar 02; Session 02-03, 15-18 Apr 02. The following Sessions are for Option Year FY03: (Exercise NLT 01 Oct. 2002) Session 03-01, 21-24 Oct 02; Session 03-02, 22-25 Apr 03; Session 03-03, 28 Apr-1 May 03. The following Sessions are for Option Year FY 04: (Exercise NLT 01 Oct. 2003), Session 04-01, 21-24 Oct 03; Session 04-02, 20-23 Apr 04; Session 04-03, 26-29 Apr 04. Sessions consist o f 32 hours of classroom instruction. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. FAR 52.212-2 Evaluation-Commercial Items also applies. The fill-in information at FAR 52.212-2(a) is as follow s: Evaluation Criteria: Factor 1, Practical Work Experience; Factor 2, Teaching Experience; and Factor 3, Past Performance, and Factor 4, Price. Factor 1 is somewhat more important than Factor 2. Factor 2 is significantly more important than Factor 3. Factor 3 is significantly less important than Factors 1 or 2. Factor 4 is significantly less important than Factors 1, 2, or 3. The non-price factors when combined are significantly more important than price. The contractor shall provide a team of 2 instructors, one lead and one assistant instructor. If other lead and assistant instructors are offered, the proposal must state the name of the specific instructor, state whether the additional trainer(s) is a lead or assistant instructor, and state th e date of the session that he or she will teach. If the proposal does not clearly identify any additional trainer as a lead or assistant instructor, name of trainers, sessions and dates to be taught, and does not clearly meet the Practical Work Experience and Teaching Experience as specified above, the proposal will be rated as deficient and will be disqualified for consideration for award. As a team the instructors experience shall encompass the operation, maintenance, and inspection of hydraulic and/or lattice boom cranes. Quotation Submission Instructions. 1. PRACTICAL WORK EXPERIENCE. Each instructor shall have at least 10 years experience in the operation, maintenance and inspection of hydraulic and/or boom cranes. This shall be documented in the form of resumes. The evaluation of the technical proposal will be based on the criteria as follows: The required experience and qualifications are defined in defined in the following: 2. TEACHING EXPERIENCE. Each instructor shall have 120 hours per yea r for the past 3 years (from the date of this RFQ) in the operation, maintenance and inspection of hydraulic and/or boom cranes. This shall be documented by pr oviding a list of courses taught, number of hours, and dates of courses. The contractor staff shall have experience in developing /revising instructional materials for at least 3 courses during the past 3 years from the date of this RFQ for the operation, maintenance and inspection of hydraulic and/or lattice boom cranes. This shall be documented by providing a list of courses developed, dates developed, and selected samples of materials from each. Samples should include schedule of instruction, lesson p lans, pre/post tests, and a limited portion of a course manual. 3. PAST PERFORMANCE will also be a factor in the evaluation process. Documentation required for teaching experience include: title of course; one paragraph (no more than 50 words) describing course content; nature of audience; date and number of instructional hours. Along with the information required in the above paragraph, the offeror shall submit the following information on the submitted course taught during the past three years from the date of this RFQ: 1. Contract Number and type of contract. 2. Date of award. 3. Points of contact with address, telephone number and fax number. This past performance information must be verified by the offeror prior to submission to the Government as part of the offeror s proposal. The Government may use past performance information obtained from sources other than those listed by the offeror, to include information available within the Government. The Government has no obligation to contact all references provided. The Contracting Officer may use this information for the responsibility determination and the source selection decision. Teaching experience should have involved instructing adult learners in a work-related rather than academic sett ing. A short course of instruction is considered to be 40 hours or less of instruction. Identify proposed instructors scheduled to teach each course session. Also, identify proposed lead and assistant instructors scheduled to teach each course session. EDUCATION QUALIFICATIONS Each instructor shall possess an earned bachelor s degree (or higher level) from an accredited college or university in education or a field directly related to education with a minimum of 24 hours in educational courses. Provi de a copy of diploma and transcripts. Documentation required for education requirements include: copy of diploma and transcripts that substantiate a field directly related to education, college name and year degree acquired. Offerors shall include a com pleted copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with this offer. FAR 52.212-4 Contract Terms and Conditions-Commercial Items applies to this acquisition.
