Description
This announcement constitutes a notice to all potential offerors that, on or about 15 October 2001, the Global Air Traffic Operations/Mobility Command and Control Systems Program Office (GATO/MC2) anticipates the release on the HERBB website (www.herbb.hanscom.af.mil) of Request for Proposal F19628-01-R-0034 for the GTN 21 Contract. The overall objective of the GTN 21 program is to replace the current Global Transportation Network (GTN) with the GTN 21 system. The GTN-21 system will be acquired using a two-phased approach. Under Phase I, the Government plans to award at least two fixed-price contracts for an approximately 4 month program risk reduction phase. The Phase I contracts will include options for Phase II Cost-Plus-Award Fee (CPAF) efforts for Development, Operations and Maintenance; Phase II also includes ten (10) CPAF Award Term years of Maintenance. Phase II will be exercised on the basis of a downselect competition between the contractors selected to conduct risk reduction efforts. Only those contractors who received awards and performed contracts for Phase I will be allowed to compete for Phase II. The new system, GTN 21, will integrate transportation information that supports Commander-In-Chief Transportation (CINCTRANS) command and control (C2) mission requirements for planning, directing, and controlling operations of assigned forces pursuant to global transportation management. GTN 21's primary objective is to provide integrated transportation information in a database environment that is well documented and easily accessible by DoD and DTS users and systems. GTN 21 shall provide automated functions and a computer and communications infrastructure to support the data needs of users in planning, directing, and monitoring the global, intermodal, origin-to-destination supply, and transportation activity processes. Offerors will be provided 30 days to respond to the RFP. Telephone requests for the RFP will not be accepted. Firms responding to this request shall indicate whether they are a large business, small business, very small business, small-disadvantaged business, 8(a) concern, women-owned business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. Respondents must specify whether they are a U.S. or foreign-owned firm. Interested Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System. This NOCA does not constitute a Request for Proposal, and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from interested firms during this phase of the acquisition. The Ombudsman does not diminish the authority of the Program Director or the Contracting Officer, but communicates concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of responses, source selection, or formulation of acquisition strategy. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the program manager and/or contracting officer and could not be resolved satisfactorily at that level. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government.
