Description
This CBD announcement constitutes a Notice of Contract Action (NOCA). The Information Exploitation Systems (SRG) Program Office is supporting the upgrade of Eagle Vision Systems in support of USAF and ANG operating commands. The Air Force intends to award a contract to Veridian Systems Division to support the construction, integration, and sustainment for the following: three (3) transit-cased DISs; options for two (2) additional DISs; six one-year options for maintenance, sustaining engineering support, training, contingency/exercise support, and surge support; all necessary cabling and interconnects; a one year warranty beginning after installation and checkout of each system at USAF and ANG military locations in Europe and CONUS; spare parts; manuals; factory and on-site acceptance testing; installation and integration; training; and shipping. The equipment will be installed and integrated at Ramstein AB, GE; Reno ANG, Reno, NV; and McEntire ANG, Eastover, SC; option locations are to be determined. These systems and services will be acquired under FAR Part 12 procedures. The DIS provides the hardware and software to accept commercial satellite imagery and National Technical Means (NTM) data and produce radiometrically-balanced, georegistered, orthorectified, mosaicked imagery products in standard formats compatible with Command and Control, Information, Surveillance, and Reconnaissance (C2ISR) architecture requirements for direct use with mission planning and rehearsal systems (e.g. Air Force Mission Support System (AFMSS), PowerScene, etc). This acquisition will replace two (2) existing DIS systems and create a third (new) DIS system and provide options for two additional new DISs. Operations and maintenance manuals shall be in the English language. Delivery of all DIS items and services to USAF and ANG sites will occur not later than 12 months from date of contract award. The Air Force anticipates the award of a contract for the period from 21 January 2002 through 22 August 2008. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Interested firms should include in their response: the company name; address; CAGE code; a point of contact; size of business (i.e., large business; small business/small disadvantaged business, 8 (a) concern, or small women-owned business); facility clearance, and indicate if U.S. or foreign owned entity. Interested respondents must possess the existing facility and personnel security clearances for US collateral SECRET information. In addition, any responses shall address the firm's capabilities to perform all tasks outlined above. Responses must be received no later than 15 calendar days after the date of this publication and should not exceed ten (10) pages on 8 X 11 inch paper with type no smaller than 12 pitch. The Government anticipates award of a contract on or about 21 January 2002. This synopsis does not constitute a Request for Proposal; neither restricts the government as to the ultimate acquisition approach, nor should be construed as a commitment by the Government.
