Description

Eglin AFB FL has a requirement to Upgrade Outdoor Recreation Area, Lake Pippin. THIS IS A "TRADE-OFF" (PERFORMANCE PRICE TRADE-OFF) ACQUISITION. Award will be made based upon the "Best Value" to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest proposed price. This project includes furnishing all plant, labor, equipment and materials and performing all operations in connection with Upgrading the Outdoor Recreation Area, Lake Pippin, Eglin AFB FL. In general, the work will consist of furnishing all materials and equipment to provide and secure the construction of rental cabins, public bath house, and associated utilities. Architectural: Rental Cabins will be slab-on-grade, wood framed structures. Exterior finishes include asphalt shingles and vinyl siding. Interior finishes include vinyl tile and painted gypsum wallboard. Bath House includes slab-on-grade, wood framed structure. Exterior finishes include asphalt shingles and painted plywood siding. Interior finishes include epoxy flooring and fiberglass reinforced wall panel. Mechanical: Rental cabins will have split system heat pump HVAC systems. The plumbing shall be standard residential plumbing. Bath House: The Bath House will have commercial washers and dryers and is ventilated and heated. Electrical: Electrical work shall consist of, and not be limited to, residential power, lighting and smoke alarms in all cabins and underground medium voltage systems, with single phase pad-mounted transformers, underground secondaries to meters and house power panels on exterior of each cabin and bath house. Civil: Construction of water distribution main extension and associated appurtenances to provide public water supply to the Lake Pippin Recreational Area. Construction of gravity sewer collection system serving the new rental cabins, new bath-house and selected other structures within the limits of the Lake Pippin recreational Area. The gravity sewer system will drain to a new wastewater lift station and force main system, also the be constructed under this contract, that will convey the wastewater off-site to a public wastewater collection system manhole in Old Post Road. The above general description of work does not in any was limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the plans and specifications. The work is located on the Lake Pippin Recreation Area Eglin AFB FL, at the north end of Highway 293, Mid-Bay Bridge. Proposal due date of 24 September 2001 IS ONLY AN ESTIMATED DATE. Estimated dollar range is between $1,000,000 and $5,000,000. Performance period is 300 calendar days. All responsible sources may submit a proposal, which shall be considered by the agency. This is a paperless acquisition. Paper copies of the solicitation will not be issued but the Request for Proposal will be available on the Federal Government's Electronic Posting System (www.eps.gov). No response to this notice is necessary, and no Source List will be maintained. See Note 26.
