Description
This announcement is a follow-on to the "sources sought" announcement, dated January 3, 2001, for the U.S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Ground Water Drinking Water (OGWDW), concerning technical support services to assist the Agency in implementing the provisions of the Safe Drinking Water Act (SDWA) Amendments, including developing regulations and programs to protect the public health from contaminated drinking water and groundwater. The original "sources sought" announcement was designated PR-CI-01-11665, and requested capability statements and socio-economic information from potential offerors. As a result of the review of that information, the procurement will be divided into two awards. RFP PR-CI-01-11665 is being solicited as a full and open competition, comprising several of the work areas included in the original announcement. Following review of the submitted small business capability statements, a small business set-aside, RFP PR-CI-01-12171 is also being solicited, and is being addressed in a separate synopsis. Furthermore, the EPA Cincinnati acquisition website will post an attachment which specifies the interested parties who had submitted information for the procurement, their business size and/or socio-economic status, and their designated point of contact, as an assistance for those offerors interested in teaming or pursuing subcontractor opportunities. The successful contractor for RFP PR-CI-01-11665 shall provide all necessary labor, materials, services, equipment, and facilities in support of the efforts included in the scope of the Statement of Work. Services to be performed are limited to technical, analytical and logistical support, and will require expertise in multiple professional work areas including: providing logistical and administrative support in response to specific written work assignments supporting the Agency's development of drinking water and UIC regulations, future regulatory and programmatic decisions, and implementation of policies and programs; providing technical and analytical support for cost, benefit, economic, financial, and regulatory analyses and assessments; and providing technical and analytical support for environmental and analytical chemistry, statistics, engineering, hydrology, hydrogeology, microbiology, public health and risk assessment, system analysis, database management, and Geographical Information Systems (GIS) efforts, as related to the requirements of the SDWA Amendments. Examples of the tasks included in the anticipated statement of work include: 1) providing analytical laboratory support and analytical method and criteria development support for compliance monitoring; 2) supporting identification of potential drinking water contaminants; geographic matching of contaminants, production sites and release sources; treatment and occurrence studies; modeling of chemical, radiological, and microbiological contaminant occurrence, removal, fate, and transport; 3) supporting development of vulnerability criteria, ranking of drinking water contaminants, and assessing exposure to drinking water contaminants; 4) evaluating water treatment techniques, and estimating capital, operations and maintenance costs of drinking water treatment technologies and UIC well requirements; 5) preparing technical/economic review and comment on data and studies and conducting affordability, socio-economic, cost-benefit, and cost-effectiveness analyses; 6) analyzing regulatory alternatives by performing technical/economic review and analysis; 7) supporting development, refinement, and analysis of databases for regulatory impact assessments; 8) providing logistical support, including production support, technology transfer, conference support and workshops, document preparation and distribution, public comment review, and organizing materials and reports; 9) performing literature searches, peer review of documents; 10) policy and program implementation support; and 11) performing modeling and projections. Due to the varied nature of the programmatic development tasks included in this anticipated acquisition, the Agency anticipates significant subcontracting and teaming on this effort, especially to include socio-economic diversity for the procurement. The contract will require management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the Office of Water. The proposed contract will have a base period consisting of 12 months with four options of 12 months each, for a total potential performance period of five years. The base period, and each option period, will consist of 42,709 direct labor hours, with options for an additional 42,709 direct labor hours in each period. Total maximum direct labor hours for the five year maximum period of performance is 427,085 direct labor hours. It is anticipated that a cost plus fixed fee/level of effort contract will result from this solicitation, with a base period of performance beginning April 1, 2002.
