Description
This announcement is a follow-on to the sources sought announcement, dated January 3, 2001, for the U.S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Ground Water Drinking Water (OGWDW), concerning technical support services contract to assist the Agency in implementing the provisions of the Safe Drinking Water Act (SDWA) Amendments, including developing regulations and programs to protect the public health from contaminated drinking water and groundwater. The original sources sought announcement was designated PR-CI-01-11665, and requested capability statements and socio-economic information from potential offerors. As a result of the review of the submitted small business capability statements it has been determined that the procurement will be divided into two awards. A small business set-aside is established as RFP PR-CI-01-12171, and is addressed in this synopsis, whereas RFP PR-CI-01-11665 is being solicited as a full and open competition. Also, the EPA Cincinnati acquisition website will post an attachment which specifies the interested parties who had submitted information for the procurement, their business size and/or socio-economic status, and their designated point of contact, as an assistance for those offerors interested in teaming or pursuing subcontractor opportunities. The successful contractor for RFP PR-CI-01-12171 shall provide all necessary labor, materials, services, equipment, and facilities in support of the efforts included in the scope of the Statement of Work. Services to be performed are limited to technical/analytical and logistical support, and require expertise in multiple professional work areas including: collecting data and materials and preparing factual studies of a technical, scientific, engineering, or statistical nature; providing logistical and administrative support in response to specific written work assignments supporting the Agency's development of drinking water and UIC regulations, future regulatory and programmatic decisions, and implementation of policies and programs. Examples of the tasks included in the anticipated statement of work include: 1) developing industry profiles and design survey instruments supporting EPA's regulatory options, and the regulatory impacts of those options on the regulated community; 2) characterization of drinking water treatment industry, including evaluating the financial, technical and managerial capabilities of water systems; 3) developing drinking water systems profiles, including determination of base lines and suitable model systems which represent characteristics of public water systems; 4) providing general programmatic and logistical support to include: production support pertaining to applicable guidance; technology transfer assistance; conference support, training sessions, and workshops; document preparation and distribution; public comment collection, review, and summarization; and organizing materials and reports for regulations; 5) performing literature searches; 6) providing support in collection of records relative to FOIA requests; and 7) peer review of documents. The contract will require management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the Office of Water. The proposed contract will have a base period consisting of 12 months with four options of 12 months each, for a total potential performance period of five years. The base period, and each option period, will consist of 8,910 direct labor hours, with options for an additional 8,910 direct labor hours in each period. Total maximum direct labor hours for the five year maximum period of performance is 89,100 direct labor hours. It is anticipated that a cost plus fixed fee/level of effort contract will result from this solicitation, with a base period of performance beginning April 1, 2002. The applicable NAICS code is 541611. This requirement has been set-aside for those concerns qualifying as small businesses. Solicitation PR-CI-01-12171 will appear on the Internet.
