<DESC> This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotations (RFQ) and the solicitation number is M6700100Q0023. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 97-03. The proposed acquisition is a small business set-aside. The standard industrial classification (SIC) code for this requirement is 331111 and the small business size standard is 1000 employees. Item 0001.Specifications for window bars for 2 Battalions of 2nd Marine Regiment in Building 1601. 181 sets of window bars as described below and shown in attached sketches to be fabricated, delivered to, and installed inside bldg 1601. Additionally, two existing sets of wire mesh windows covers (each set covering 1 bank of 5 windows). To be removed from the outside of the building and disposed of . Total 181 windows, arranged in banks of 2, 3, 4, 5, and 6 windows each. Main size of windows is approximately 48 inches wide by 108 inches high. A small percentage of windows are narrower than 48 inches. Contractor will be responsible for performing accurate measurements of each window, and of windows opening, prior to fabrication, to ensure sets of bars will fit properly as described below. Bars to be arranged/fabricated in sets and installed so each window is covered by one set of bars. A bank of 5 windows will have 5 sets of bars installed. Intent is to be able to remove the set of bars for one window at a time when necessary. Each set of bars will consist of minimum 3/8" square stock vertical bars spaced on 6" centers and welded to minimum 3/16" thick x 2" wide flat stock at top and bottom. Strips, minimum 3/16" thick x 1" wide flat stock or 3/8" square stock, will be welded horizontally across the bars as stiffeners at intervals of no more than 36". The bars will be of sufficient length to allow bolting of the top and bottom flat stock pieces to the building wall above and below the entire window opening. Two exceptions to this are addressed below: (1) Windows where ceiling is lower than top of window (approximately 60). A piece of minimum 3" x 3" x " thick angle stock will be installed across each bank of windows no more than 2" below the ceiling, and the sets of bars will be bolted to the angle stock using minimum 3/8" bolts. In some instances (approximately 7), an L' bracket will be required on the end of the angle stock for fastening to walls. The L' brackets will be fabricated from 4" x 6" x 3/8" angle stock. This method of installation will also be required on at least 1 bank of full-height windows. (2) Stairwell windows 2 sets of bars will be fastened inside the window opening using angle stock to bolt to the masonry. The angle stock may be an intergral part of the sets, replacing the top and or bottom flat stock, or may be an addition to the set. Set of bars, and angle stock where applicable, will be fastened to the walls using minimum 3/8" x 3" wedge-type anchors meeting the following specifications for corrosion resistance: zinc plated carbon steel to ASTM B633, SCI and type 111 and or hot-dipped galvanized to ASTM A-153 and or AISA 304/316 stainless steel. A minimum of 4 anchors will be used per set of bars length of angle stock. Bolts used to fasten sets of bars to angle stock in "short window" and other applications will be minimum 3/8" diameter galvanized grade 8 hex head, and will conform to ASTM A345BD and SAE J429 ANSI B18.21-1981 specifications. Finish will be hot-dipped galvanizing on all bars, flat stock and angle stock. Galvanizing to be accomplished after welding fabrication of individual sets of bars. Quoted price will include fabrication, delivery, offload, portage and installation of window bars, removal, and disposal of existing wire mesh window covers, and clean-up as well as rental of any required material handling equipment and personnel lifts. All work is to be completed not more than 60 days after receipt of award. Contractor will be responsible to coordinate delivery and installation with 2d Marine Division point of contact shown below to ensure access to working spaces. 2d Marine Division point of contact is GySgt Lake or Lt.
