Description
The 38 Engineering Installation Group/PKL, Contracting Division, has a requirement for nonpersonal services for operations, maintenance and recurring support services of the Base Telecommunications System (BTS) at Dyess AFB TX. The proposed contract is for a base period and four option periods totaling approximately 60 months. The DCO switching system is a Lucent Technologies G3r with software release version 8, equipped with approximately 10,000 lines (5,000 assigned). The switch is configured with approximately 120 trunks of various types. The Hospital switching system is a Lucent Technologies Definity G3iS with software release version 8. Also included are a main distribution frame, inside and outside cable plant, ancillary equipment and customer premise equipment. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. Sources responding to this synopsis must indicate when registering electronically, whether they are large or small, disadvantaged or a women-owned business. For this acquisition, a concern will be considered small under NAICS code 811212 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. An Acquisition Ombudsman, Colonel Joseph Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection. You can contact the Ombudsman at (781) 377-5106. No telephone requests for this RFP can be accepted. The RFP will be paperless and will be released using the Electronic Posting System (EPS) via the www (www.eps.gov). The RFP will contain files in MS Word 7.0 and MS Excel 7.0.
