Description
The U.S. Air Force, Air Combat Command (ACC), is tasked to provide the services required to support the Precision Measurement Equipment Laboratories (PMEL) for customers at nine (9) ACC bases: Barksdale AFB LA, Beale AFB CA, Cannon AFB NM, Dyess AFB TX, Ellsworth AFB SD, Minot AFB ND, Moody AFB GA, Offutt AFB NE, and Whiteman AFB MO. The contract will include options to add additional bases during the life of the contract. This is a sources sought synopsis seeking names of potential offerors to provide support of Air Force activities, other Federal agencies, contractors, and security assistance programs which require calibration support. The scope of work encompasses the following technical areas: advanced electrical, electronics, electromechanical, mechanical, physics, optics, and thermal principles; mathematics and number systems; operating principles of complex and intricate Test, Measurement, and Diagnostic Equipment (TMDE) and laboratory standards; interpreting block, schematic, wiring and logic diagrams and technical data; troubleshooting techniques; calibration traceability, metrology techniques, laboratory practices, and planning; microprocessors; computer operational principles, language, and software; and use, care for, and repair of complex and intricate TMDE, laboratory standards, hand tools, and special tools. Collateral areas include contingency support, training, staffing, contract management, supply, transportation, civil engineering, budget, maintenance data collection, quality control and assurance, and integrated logistics feedback systems; communications and information systems, inter-service and inter-departmental support agreements; reimbursement procedures; equipment scheduling, production, and material controls; facility requirements; support equipment material management; and AFMETCAL Program functions and procedures. The contractor must meet minimum contract requirements and fully comply with Air Force and other DOD directives regarding AF PMEL operations. The anticipated contract start date is 01 Oct 2002. The anticipated period of performance is seven (7) years. ACC is conducting market research in an attempt to promote full and open competition to the maximum extent practicable, and to define our requirements in performance based terms. This is not a formal Request for Proposal, and no contract will result from this synopsis. Any subsequent solicitation will be synopsized prior to its release. The NAICS for this effort is anticipated to be 54138. A determination regarding the set aside status for this effort has not been made. Potential offerors may comment on this requirement, or recommend application and tailoring of requirement documents or alternative approaches, by contacting the ACC CONS representatives listed below. In an effort to streamline the process of acquiring documentation, the government intends to post copies of current contract information, draft documents associated with this proposal and questions/answers relating to the acquisition on the FedBizOpps website (www.eps.gov).
