The Contractor shall also provide all treatment chemicals for all specified heating and cooling systems. The Contractor shall provide all necessary test kits, including related glassware, reagents and instructions during the life of the contract. In addition, the Contractor shall supply the necessary periodic inspections as stipulated in the statement of work. Types of water systems requiring treatment, inspections and/or sample analysis include: Cooling/heating Water (Re-circulated closed water system), Cooling Water (Open Re-circulated water system), Boiler Water (Steam and High temperature hot water systems), Condensate, Softened Water, Distilled Water, and Irrigation Well Water. The North American Industry Classification System (NAICS) Code for this acquisition is 56121 with a size standard of $5.0 Million. Proposed contract is for a base period of one year and a four-year option period. That will result in award of a firm fixed price type contract. After an initial evaluation of proposals, FISC Jacksonville, FL intends to conduct an on-line, anonymous, competitive reverse auction to be facilitated by a third-party reverse auction provider (www.govauctions.procuri.com). This is a private reverse auction and only those offerors who are deemed to be technically capable of providing the requirement will be invited to participate in the on-line reverse auction. The government reserves the right to award on initial offers as submitted. In order to establish a competitive range, offerors are required to submit initial pricing and technical proposal by the closing date of the Request for Proposal. Offerors are also requested to be registered on www.govauctions.procuri.com prior to the closing date of the solicitation. Submission of a proposal in response to the solicitation will be considered consent by the offeror to reveal their prices in anonymity during the reverse auction. For additional terms and conditions of the reverse auction, go to "Usage Guidelines" in the Procuri web site at www.govauctions.procuri.com. For first time users, after determining that you are in the competitive range, training will be provided to you via Procuri prior to the start of the reverse auction. The government will award a contract resulting from this reverse auction or by initial price to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A written notice of award of acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. All interested contractors are encouraged to respond via electronic mail to the contracting point of contact. Interested contractors need to submit their name, address, and phone number of their business, solicitation number, and a point of contact for consideration. See Numbered Note 1.
