- The United States General Services Administration has a requirement for armed and unarmed guard services, and building security officer services, covering owned and leased federal facilities for the counties in the Commonwealth of central and southwestern Virginia as follows: Albermarle, Amelia, Brunswick, Buckingham, Caroline, Charles City, Charlotte, Chesterfield, Cumberland, Dinwiddie, Essex, Fluvanna, Goochland, Greensville, Hanover, Henrico, King and Queen, King William, Lancaster, Louisa, Lunenburg, Mecklenburg, Middlesex, New Kent, Northumberland, Nottoway, Orange Powhatan, Prince Edward, Prince George, Richmond, Spotsylania, Sussex, Westmoreland, Charlottesville, Colonial Heights, Hopewell, Petersburg, Alleghany, Amherst, Appomattox, Augusta, Bath, Bedford, Bland, Botetourt, Campbell, Carroll, Craig, Floyd, Franklin, Giles, Halifax, Henry, Highland, Montgomery, Nelson, Patrick, Pittsylvania, Pulaski, Roanoke, Rockbridge, Wythe, Clarke, Culpepper, Greene, Madison, Rage, Rappahannock, Rockingham, Shenandoah, and Warren. This requirement will be filled through award of a single indefinite delivery, indefinite quantity contract with a base period of one (1) year with four (4) one (1) year options. The approximate duration of the contract is 5 years. The estimated cost of this project for all 5 years is over ten million dollars ($10,000,000.00). Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the greatest value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. For this procurement, the Government will make award to the responsible offeror whose proposal responds to the solicitation and is most advantageous to the Government, considering both price and technical factors. The acquisition strategy will focus on the best value concept, utilizing technical/pricing tradeoffs. The Government will conduct negotiations with those offerors in the competitive range. The technical evaluation factors for the evaluation process are, in descending order of importance: 1.Past Performance, 2. Management Plan and 3. Qualifications of the Project Manager. The NAICS code applicable to this project is 561612. This procurement is being solicited as a Small Business Set-Aside. This announcement also constitutes the synopsis of the pre-invitation notice.
