Description
The 38 EIG/PKL, Contracting Flight, has a requirement for nonpersonal services for operations, maintenance and recurring support services of the Base Telecommunications System (BTS) and Switchboard Operations (SO) at Mt Home AFB ID. The proposed contract is for a base period of 3 months and four option periods totaling approximately 48 months. The proposed contract is 100% Small Business set aside. Only offers from firms qualified as a small business will be considered. The DCO switching system is a MSL 100. The switch is currently configured and equipped with approximately 4470 lines, wired for 5240 lines with 384 trunks. Also housed in the DCO is a NORTEL Meridian-1 Option 11C Release 22 which supports the lodging facilities, it is assigned approximately 150 lines and is equipped for 300 ports. The hospital includes a Lucent Definity G3 Release 7si consisting of three cabinets, this switch is equipped with 576 lines and wired for 3500 lines, configured with software G3V7i.01.0.343.7 memory configuration G3siV7. The command post includes a Definity Switching System G3iV3-386 containing two cabinets and configured with Definity G3 software version G3v4i.01.0.038.5. Also included are a main distribution frame, inside and outside cable plant, ancillary equipment, and customer premise equipment. For Switchboard Operations _ 24 hours a day, 7 days a week, 365 days per year. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. For this acquisition, a concern will be considered small under NAIC 811212 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. An Acquisition Ombudsman, Colonel Joseph Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
