Indal Technologies is the only known designer, developer and manufacturer of the RAST that has the knowledge, experience and technical data required to fulfill the requirements within the scheduled delivery time period. The delivery schedule for the IDIQ contract is estimated at 2001 quantity (qty) of two each; 2002 qty of two each; 2003 qty of two each; 2004 qty of four each and 2005 qty of four each. The Government does not have adequate drawings for manufacturing the RAST to permit full and open competition. The Recovery Assist Securing and Traversing System is a shipboard installed system designed to assist the LAMPS MK III helicopter (SH-60B) to land on the deck of the ship, rapidly securing it to the deck, and move it safely and quickly to and from the ship's hanger. The A/W42U-1(V)-5 identifies the particular configuration necessary for the DDG-51 class ships.
