- Description
- : The United States Army Tank-automotive and Armaments Command-Warren (TACOM-Warren) will be issuing a Request for Proposal (RFP) to develop and integrate robotic and vetronic technologies, leveraged from Army and Commercial sector developments, into C-130 transportable vehicle platforms and to support demonstrations of these systems during field tests. These platforms will be used for advanced technology demonstrations of the CAT and RF programs as a potential step toward transition to the Future Combat System (FCS). The purpose of the CAT ATD is to demonstrate the crew interfaces, automation and integration technologies required to operate and support future combat vehicles. The goal of the program is to demonstrate crew stations enabling two-man crew operation of multi-mission capable, C-130 transportable systems required for the objective force of the Army. The RF ATD is focused on maturation and demonstration of robotics technology to be considered for the FCS program. The RF ATD will develop, integrate and demonstrate the technology required to achieve unmanned follower capabilities for future land combat vehicles. The Government intends to award one cost-plus-fixed-fee contract as a result of this solicitation. This RFP is being issued on a full and open competition basis. However, the Government Furnished Equipment/Information (GFE/I) required to perform this effort has been determined to have direct potential and intention to enhance the performance and capability of combat vehicles and, as such, falls under the International Trafficking in Arms Regulation (ITAR) and the Arms Export Control Act (AECA). These regulations restrict dissemination of critical technologies (information, hardware, software) to U.S. companies only (with the exception of non-U.S. companies licensed by the U.S. State Department to receive GFE/I). All GFE/I will be transmitted to potential bidders upon request and only after it has been determined that the requesting organization falls under one of the two categories mentioned above. The estimated release date of RFP DAAE07-01-R-L003 is 19 Mar 01. The estimated due date for Receipt of Proposal is 18 May 01. The RFP will be available via the TACOM-Warren Acquisition Center Webpage (www.contracting.tacom.army.mil/research/researchproc.html, identified by RFP Number DAAE07-01-R-L003. There are draft versions of Sections C, L, and M and the Performance Specification currently available at the aforementioned website.
