Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) and the solicitation number is M6700101Q0007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. The proposed acquisition is a small business set-aside. The standard industrial classification (SIC) code for this requirement is 7372 and the small business size standard is 500 employees. Item #0001: One (1 ) lot consisting of the production of five (5) classes to be presented via CD-Roms [1) EROSL 2) Priority Utilization 3) Publications 4) T/E and T/O 5) Desktop Procedures and Turnover Folders]. These classes will have a total of three (3)discs each: 1) drag and click authorizing software 2) web 3) web format ready for transfer to a web and streaming viedeo server The discs are to utilize hyper linking technology, pop-up photo detail views, pop-up video, animation, narration, graphics, photographic diagrams and textual descriptions in its presentations. Scored check point quiz questions and drag and drip authoring software must be operational attributes. Conformity to SCORM Learning Management System requirements for student tracking and rollup score reporting is required. Printed material, per class, is required in the forms of user manuals and "text books." Ownership of master CD-Roms is essential, with masters having the capability to be updated in, approximately, three (3) years, if required. CD-Roms must also allow course instructors the ability to sustain resultant modules without having to employ any type of computer programming. All training information will be provided by Marine Corps Combat Services Support School. Vendor will have to make on-site visits for the collection of data, to include, but not limited to, video taping of actual procedures. Review of each proposed CD-Rom course will be made, collectively, by (to be identified) United States Marine Corps personnel and vendor. Vendor is to make modifications identified in disc review. Final approval will be given by the Director of Instructional Management School East prior to full production. Partial shipments will be accepted. Delivery to be 45 days from date of award. FOB Destination to Freight Traffic Branch, Marine Corps Base, Camp Lejeune, NC 28542. Quotes other than FOB Destination will be rejected. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offers Commercial Items; FAR 52.212-3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items, DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252.225-7000 Buy American Act-Balance of Payments Program Certificate, and DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items. "OFFEROR SHALL PROVIDE COMPLETED COPIES OF FAR 52.212-3 AND DFARS 252.225-7000 WITH THEIR QUOTE. The Offeror is required to provide their Contractor's DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. DFAR 252.204-7004 (mar 1998) Offerors are required to be registered in the Central Contractor Registration database (CCR). Offerors must be registered prior to receiving an award for this acquisition or for any future awards. Evaluation for award will be based on price and past performance. The government anticipates a Sole Source Award. Offerors responding to this announcement shall submit their quotations in accordance with FAR 52.212-1. Also submit descriptive literature with quotation and past performance information of at least one concern giving name, address and telephone number.
