Description
DRAFT SYNOPSIS, DEA-01-R-0009 The Drug Enforcement Administration/Office of Acquisition Management (DEA/FAC), Alexandria, VA, intends to negotiate a cost reimbursement plus fixed fee contract on a competitive basis for "Firebird" Engineering Services. The solicitation will be issued on an unrestricted basis under NAIC Code 541513. Issuance of the solicitation is anticipated on or about January 12, 2001. The RFP will be distributed SOLELY through the General Services Administration's FedBizOpps website (www.fedbizopps.gov). Hardcopies of the RFP itself will NOT be available. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). It is the offeror's responsibility to monitor this site for the release of the solicitation and any amendments. No telephone or fax requests will be accepted. The proposed contract will have a period of performance of one year and 4 one-year option periods. Project "Firebird" provides a technology solution for DEA personnel to perform mission essential office automation tasks, including email, file and print services, word processing, presentation graphics, spreadsheets, DEA Fileroom access, local database and specialized applications. As new requirements are approved, the contractor shall engineer corresponding DEA specific integration software and, together with COTS software, integrate into the Firebird environment. The contractor shall provide engineering and integration support to include program coordination, requirements assessment, design, development, testing, integration, operations, documentation development, and deployment of Firebird services, systems and associated maintenance. This includes: support for the Managed Development Environment, Public Key Infrastructure development and deployment, Windows 2000 migration, development and redesign of the user interface (and integration with current COTS products) for scanning and imaging, development of an automated Fileroom remote access system, development of a web based application interface, training liaison services, and testing and deployment of Firebird Enterprise updates. In addition, the contractor shall develop, test, and integrate modules and functionality into the Tivoli Enterprise Management System, operate and maintain a test and integration facility and a research and development lab that allows DEA to investigate new technology, and provide engineering assessment and enhancement support for secure messaging and classified processing systems. The contractor shall support the upgrades and deployment of Firebird for DEA field offices and resident offices located throughout the United States and the world. The contractor shall provide on-site and off-site support of system operations to ensure system integrity and availability. Knowledge of the following system components (as well as others) will be necessary for this effort: Windows NT and Windows 2000 servers, Firebird server configuration, Tivoli EMS, Windows 95 and Windows 2000 workstations, Firebird mail enterprise (GroupWise and Exchange), communications equipment configurations, DEA HQ and Field Division LAN and WAN configurations, and DEA Peregrine trouble ticket database. TO BE ELIGIBLE for contract award, the following Technical Evaluation Criteria will be used to evaluate proposals: Technical Capability to perform the tasks listed in the SOW as demonstrated through an oral presentation and use of a sample task which will be provided during the oral presentation, a written technical proposal reflecting knowledge of the tasks required in the SOW and a written sample task response to determine the quality and potential effectiveness of the approach, key personnel (to include appropriate certifications/experience and an appropriate company retention plan), past performance, a Small Disadvantaged Business Plan, and a Transition Plan from current services to those that will be provided under this contract. Offerors must demonstrate their ability to obtain personnel who can successfully complete a SECRET background investigation prior to performance under the contract. A Pre-proposal Conference is tentatively scheduled for mid-February, 2001. See Note #26.
