- Description
- Firm Fixed-price contract to provide fully developed preliminary design and preparation of construction cost estimate with an option to award final construction working drawings, specification and construction period services. The project entitled "Ambulatory Care/ER Improvements" located at the Central Arkansas Veterans Healthcare System, Little Rock, Arkansas, John L. McClellan Memorial Veterans Hospital, consist of reconfiguring some 20,000 square feet of space located on the first floor. This building is a steel frame structure completed in 1984. The work will be a multiple phase project to partially demolish portions of the affected space and reconstructing them while continuing operations in adjacent spaces. Drawings shall be accomplished on CAD and shall be compatible with VA Auto CAD format systems software, Auto CAD Release 12 and specifications shall be prepared with software compatible with Microsoft Word. AE will be required to complete preliminary design within 60 calendar days from contract award. If the option for final working drawings and specifications is exercised, completion will be required within 90 calendar days. Estimated construction cost is between $1 million and $2 million. Submission of two (2) copies each of SF Form 254 and 255 is required for the prime firm and each of its consulting firms and shall be received by close of business on October 30, 2000. Facsimiles will not be accepted. Pertinent factors for consideration of qualifications listed in order of importance are: (1) Professional qualifications (experienced in renovation, i.e. emergency room functions, ambulatory care clinic functions and space-function relationships), (2) Ability to demonstrate accuracy of cost estimating versus actual construction cost disregarding owner requested changes, (3) Timeliness of completion of assigned work, (4) Past performance with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Offerors shall provide a list of at least three references with telephone number and names of contact persons and (5) Location in the general geographical area of the project and knowledge of the locality of the project-preference to be in the following descending order: (A) firms within 100 miles of Little Rock, Arkansas, (B) in-state firms, and (C) out-of-state firms. Firms interested may submit completed SF 254 and 255 (www.va.gov/facmgt/standard/ae_sel.htm) by close of business 10/30/00. Only firms responding by response date will be considered. This acquisition is a 100% Set-Aside for Small Business participation. The Standard Industrial Classification (SIC) Code is 8712 and Small Business Size Standard is $4.0 Million per annum.
