Oxygen Services on an annual basis. Oxygen Services (oxygen
Concentration, Gas Cylinder or Liquid Supply) in appropriate manner to
include the following: Disposable Humidifier, Tubing Connectors,
Extension Tubing and Cannula. In event of power failure where an oxygen
concentrator is used, an emergency supply of oxygen with a minimum of
25 hours supply is required at no additional charge. A cylinder
regulator must be available for the back-up supply of oxygen. Alarm
system to alert patient to equipment or elerctrical power failure,
portable oxygen service for ambulatory patients (constant service) is
required and ordered by the physician. Prospective contractor must have
an established business within fifty (50) mile radius of the Naval
Medical Center, Portsmouth, Virginia. Emergency services must be
available twenty-four hours a day, seven days a week including
holidays. Response time must be within four (4) hours after receipt of
call, and contractor must provide trained respiratory therapists or
technicians to monitor patients at least once per month to check
operating condition of equipment and to ascertain that equipment is
maintained in good sanitary, operating condition. The requirement is
for the Respiratory Therapy Department of the Portsmouth Naval Medical
Center, Portsmouth, Virginia. This requirement will be solicited in
accordance with FAR subpart 13.5 of the "Test Program for Certain
Commercial Items" (Clinger-Cohen), as a commercial solicitation.
Services are to commence 1 October 2000 and continue through 30
September 2001 with the option to extend the services for four one-year
option periods. A Firm fixed price contract is anticipated. All
responsible sources may submit an offer which shall be onsidered by the
