Design and construct a BEQ at the Marine Corps Base Hawaii, Kaneohe
Bay, Hawaii. The work includes the design and construction of a
multi-story, reinforced concrete or masonry facility with 150 "2x0"
rooms each with semi-private bathrooms, walk-in bulk storage closets,
areas for microwave/refrigerator units. Recreation, community and
service core areas consist of laundry facilities, lounges, indoor and
outdoor recreation areas, administrative offices, housekeeping areas,
and public restrooms. Electrical systems include fire alarms and
information systems. Mechanical systems include fire sprinklers and air
conditioning. Supporting facilities work includes site and building
utility connections (water, sanitary and storm sewers, electrical,
telephone, LAN, and cable television). Paving and site improvements
include paved parking, sidewalks, outdoor recreation area, and
landscaping. Demolishes an equal number of inadequate BEQs. This is a
firm fixed-price procurement and the two-phase design/build selection
procedures will be used. There will be two separate specifications
issued sequentially. The phase-one evaluation factors will be: (1)
Factor A -- Designer's Qualifications, Experience and Past Performance,
(2) Factor B -- Contractor's Qualifications, Experience and Past
Performance, (3) Factor C -- Design/Build Management Plan, and (4)
Factor D -- Small Business Utilization. Phase-one proposals will be
evaluated and the most qualified firms (not to exceed five) will be
selected to proceed to phase-two of the process. The selected firms
will be issued the phase-two specifications and drawings and given an
opportunity to submit technical and price proposals. The phase-two
evaluation factors will be: (1) Factor A -- Building Design, (2) Factor
B -- Proposer's Qualifications, Experience and Past Performance
(proposal submitted for phase-one will be considered and no additional
data will be required), (3) Factor C -- Site Design and Engineering,
(4) Factor D -- Building Engineering, Material, Quality and
Maintenance, (5) Factor E -- Small Business Utilization and (6), Factor
F -- Management Plans. Source selection procedures will be used and
award shall be made to the offeror whose proposal is the most
advantageous and offers the best value to the Government; cost or price
and other factors considered. The budget ceiling is $16,000,000.
Completion time is 540 calendar days total (Design 180 calendar days;
Construction -- 360 calendar days). The SIC code is 1522 with an annual
size standard of $17,000,000. THIS PROCUREMENT IS UNRESTRICTED.
Estimated cost is between $10,000,000 and $25,000,000. The Request for
Proposal (RFP) for phase-one will only be available on the website at
http://www.esol.navfac.navy.mil on or about 7 July 2000. AMENDMENTS
