DESC: -- BWTX of Ohio, Inc. (BWTX), Prime Contractor for the United
States Department of Energy's (DOE's) Miamisburg Environmental
Management Project (MEMP), Miamisburg, Montgomery County, Ohio, seeks
QUALIFIED SOURCE(s) to provide intrusive/invasive geophysical
characterization technologies to characterize hazardous, radioactive
and mixed waste contents entombed in the Old Cave at the MEMP. The MEMP
is a 306-acre Department Of Energy (DOE) closure site currently
undergoing Decontamination and Decommissioning (D&D) activities before
being turned over to City of Miamisburg for re-industrialization. The
major mission of the site was the production of weapons initiators. Up
to 1954, a 1,000-ft2 room located in the Semi-Works (SW) Building,
currently known as the Old Cave, was a hot cell used for the processing
of radium (Ra-226) and actinium (Ac-227). When Tritium replaced
actinium as the initiator of choice, this highly contaminated hot cell
underwent partial D&D as work schedules and resources permitted.
Because of the extreme danger associated with the radium and actinium,
this area was entombed in 1959 by pouring walls around the remaining
base of the hot cell, filling the volume with compacted sand and
gravel, and then pouring a concrete cap. With the danger thus contained
and properly shielded, the top of the tomb was used as new lab space
until the operations ceased. Knowledge of what is specifically entombed
in the Old Cave area is not complete at this time. In order to
establish the best knowledge base for the entombment and to ensure a
sound design for its remediation and removal, noninvasive geophysical
techniques will be initially used to characterize the contents of the
Old Cave. Multiple noninvasive geophysical techniques may be used to
determine subsurface structures, contaminants, contaminant pathways,
and to optimize the strategic invasive characterization approach.
Imaging will show: structures that need to be avoided to obtain soil
samples; locations of sumps, tanks, saturated soils; and location of
rebar in concrete. Using the results of noninvasive geophysical
characterization efforts, select invasive characterization techniques
will be used to empirically validate the contents of the Old Cave and
to collect soil samples for characterization. Subsurface access
technologies will be used to get through the walls and floors. These
same holes created for best imaging in the subsurface can then be used
as access windows for small footprint push or drilling technologies to
go under facilities and through suspected problem spots. Soil cores can
be taken using these access technologies allowing soil under buildings
to be characterized. Ultimately the number of holes cut in walls and
soil cores collected will need to be minimized based upon data quality
objectives obtained from noninvasive characterization data analysis.
BWXTO is looking for experienced operators in applying invasive
geophysical technologies and preferably operators that can use more
than one technology to obtain complementary data. Interested parties

details on the project and links to support documents, questionnaires,
and directions for submitting the required information. The
information provided by the responders at this web site will be the
only source used for the purpose of preparing a List of INTERESTED,
PRE-QUALIFIED SOURCES. Only those responders selected for the
Pre-Qualified list will receive a Request For Proposal (RFP), expected
to be issued in July 2000. All responses must be posted to the web
