BUSINESS 28 MARCH 2000. The National Air Intelligence Center,
Directorate of Data Exploitation (NAIC/DX), Wright-Patterson AFB, Ohio
is seeking to qualify contractors who can provide a quick reaction
capability in system integration for the re-capitalization of its
intelligence data processing laboratories. This effort will require
engineering expertise to design, acquire, and integrate systems to
implement new techniques and technology for the collection, processing,
and analysis in the mission areas of exploitation including, foreign
materiel, imagery, measurement and signature, signals, and all-source
intelligence. Potential sources must provide in their response to this
announcement the following information: 1) Evidence of previous
technical and system engineering experience in the acquisition, design,
fabrication, modification, implementation, and integration of
electronic and digital systems used for the processing of intelligence
data. 2) Evidence of previous technical knowledge and expertise in the
processing and analysis of Electronic Intelligence (ELINT), Foreign
Instrumentation Signals Intelligence (FISINT), Measurement and
Signature Intelligence (MASINT), Foreign Materiel Exploitation (FME),
Imagery Intelligence (IMINT), All-Source Intelligence, and Open Source
Intelligence (OSINT). 3) Evidence of previous experience in the
design, development, and maintenance of processing and analysis
software in the FORTRAN, C, C++, and JAVA programming languages. 4)
Evidence of previous experience in the design, development, and
maintenance of processing and analysis software in the X-Windows MOTIF
and Common Desktop Environment (CDE) graphical user interfaces. 5)
Evidence of previous experience in secure communications and computer
networking technology including Ethernet, FDDI, ATM, and
Gigabit-Ethernet. 6) Evidence of previous experience in computer
operating systems including UNIX, WindowsNT, and OpenVMS. 7) Evidence
of previous experience in DOD computer security requirements in
accordance with the Director of Central Intelligence Directive (DCID)
1/16 and the Joint DoDIIS Cryptologic SCI Information Systems Security
Standards (JDCSISSS). 8) Evidence of the possession of TOP SECRET/SCI
cleared personnel and facility in accordance with Industrial Security
Manual (DOD 5220.22M). 9) Evidence of the ability to provide on-site
and off-site contract performance. 10) Evidence of the possession of
required facilities to support this effort including a machine and
assembly shop, electronics laboratory, computer operations facility,
office and conference facilities, and an approved Special Compartmented
Information Facility (SCIF). The purpose of this notice is to identify
and establish initial interest and point of contact from private
industry. This information may be used to prepare a bidder mailing list
and design acquisition strategy.It may also help to identify/establish
commercial practices available to the government. Any response to this
notice must also include the following: Company Name., Point of
Contact, Address, Telephone and Fax Numbers, e-mail address, Company
business size (Small, Large, Minority Owned, Woman Owned, 8a), Duns
Number, Cage Code and/or Tax ID Number. Include any suggestions what
your firm would consider standard commercial practices. Provide any
supporting information such as commercial literature, catalogues,
manual, etc. No solicitation will be issued at this time. Participation
in this effort is strictly voluntary with no cost or obligation to be
incurred by the U.S. Government. The U.S. Government will in no way be
obligated to purchase any of the services described above, and is
providing this information as general information only. The U.S.
Government will in no way be bound to this information if a
