BULGARIA. The Global Air Traffic Operations/Mobility Command and
Control System Program Office (GATO MC2 SPO) is supporting the upgrade
of ground base navigation aids and communications equipments for
Bulgaria. The GATO/MC2 SPO is requesting information from industry in
support of a Foreign Military Sales/Financing Program for the Bulgarian
Ministry of Defense; Foreign Military Sales procedures will be
utilized. This is a Request for Information (RFI) only. It is not a
Request for Proposal, or solicitation, or an indication that the
government will contract for these supplies. The government will not
pay for information received in response to this RFI. This RFI is for
upgrading Graf Intatievo Airfield in Bulgaria to provide limited NATO
interoperability. The objective of this RFI is to obtain market
research data to assist in preliminary acquisition planning.
Respondents are requested to provide current product information to
include separate pricing and schedule lead times for the items and
services described below, including separate quotes for integration and
for training. The items and services required for this effort include:
a) one fixed TACAN meeting the performance requirements of
MIL-STD-291C (Feb 1998) to support non-precision instrument approaches
and area navigation, to include electronics, outfitted shelter,
antenna and tower (e.g., 50 foot tower planned), test equipment, remote
control and status units, system installation and checkout, and support
to Bulgaria commissioning flight inspection; b) Ground Controlled
Approach System to provide a Category II precision landing capability,
to include full 360 degree coverage primary airport surveillance radar
(ICAO Annex 10, Vol I) and secondary surveillance radar (ICAO Annex 10,
Vol IV), precision approach radar (ICAO Annex 10, Vol I), two
multi-mode digital color displays, remote control and status units,
test equipment, installation and integration, and support to Bulgaria
commissioning flight inspection; c) Approach Lighting System (ALS) and
Precision Approach Path Indicator (PAPI) to include complete approach
lighting system at both ends of the runway, runway lights, taxiway
lights, remote control and status units, precision marking, high
intensity strobe lights, threshold lighting, and test equipment (notes:
primary landing direction will likely require a configuration of signal
lights starting at the runway threshold and extending into the approach
area a distance of 3,000 feet; secondary landing direction will require
a configuration of signal lights starting at the opposite runway
threshold and extending into the opposite approach area a distance of
1,500 feet; Airfield lighting is planned for self install with
contractor technical assistance); and d) three Ground Air VHF/UHF Radio
Transceiver sets to include with 25 kHz and 8.33 kHz channel spacing
(VHF), mounting base and installation hardware for 19 inch standard
rack, control panel, fixed ground antenna, connector kits, and
upgradable to anti-jam and secure communications and high power (50 W)
operations (note: radios are planned for self install). All items are
to include: a two year warranty with options for yearly warranty
extensions to 5 years total coverage; manuals (in English) for
operations and maintenance and installation; cabling and interconnects;
factory acceptance testing, two years supply of spares without
replenishment, shipment to Graf Ignatievo, and operator and maintenance
training. This military airfield has legacy air traffic control and
navigation equipments roughly comparable with TACAN, ILS, PAR, and ASR,
and the items described above will be sited in close proximity with
these existing legacy systems. Simultaneous operations of legacy items
and the FMS items is a goal; alternating operation of legacy items and
FMS items is the minimum requirement. Integration of the FMS items
described above will be required to minimize harmful interference and
allow both legacy systems and the FMS systems to effectively perform.
The FMS items describedabove are considered to be mature commercial off
the shelf items. Delivery of all items to Graf Ignatievo are required
no later than June 2001, inclusive of the time required by the vendor
to comply with all U.S. export laws and regulations and Bulgaria
Customs Agency. Bulgaria does not have a Freight Forwarder at this
time; planned equipment deliveries will be F.O.B. Destination.
Interested parties should provide product information meeting the above
stated requirements, quotes for items and services, and schedule lead
times no later than 21 days from date of this notice. See Hanscom's

requested to indicate if they are a US company, large business, small
business, small disadvantaged business, 8(a) concern or women-owned
small business. In addition, contractors will indicate whether or not
their equipments and services are offered through the GSA schedule or
any other government-wide agency contract. Contractors desiring to do
business with the Air Force shall be registered in the DoD Central
Contracting Reporting System. An Acquisition Ombudsman, Colonel Steven
H. Sheldon, Director, Commander's Staff, has been appointed to hear
concerns from offerors or potential offerors during proposal
development. You should only contact the Ombudsman with issues or
problems you cannot satisfactorily resolve with the program manager
and/or contracting officer. The Ombudsman role is to hear concerns,
issues, and recommendations and communicate these to the appropriate
government personnel. The Ombudsman will maintain strict
confidentiality if desired. The Ombudsman does not evaluate proposals
