The Environmental Protection Agency has a need for a contractor to
provide the Office of Air and Radiation, National Vehicle Fuels
Emission Laboratory, Advanced Technology Support Division, Ann Arbor,
MI, with specialized engineering support for the development, design,
modification, fabrication, test, and installation of power train
subsystems and electronic control systems for drive trains of
experimental vehicles, such as light-duty mid sized passenger cars but
may include work on larger or smaller vehicles. The vehicle power
train components may include advanced Otto cycle, Diesel cycle, or
other advanced types of engines, transmissions, electronic control
systems, electrical and hydraulic control valves and actuators,
hydraulic accumulators, pumps and hydraulic motors and their
components. The contractor shall provide all personnel, materials,
services, equipment and facilities to perform work in response to
written work assignments involving one or more of the tasks specified
to design, develop, modify, fabricate, procure, calibrate, and perform
engineering tasks on the requisite power train components. All
vehicle, engine, power train, and/or fuel system components required to
perform work will either be commercially acquired or designed and
fabricated by the contractor or furnished by the Government. The
contractor may be required to convert appropriate equipment to
alternate-fuel operation. The Government anticipates the award of a
cost-plus-fixed-fee level-of-effort type contract with a twelve-month
base term and two (2) twelve-month options to extend the term. The base
level of effort for each term will consist of 27,000 direct labor
hours. In addition, options will be included to increase the level of
effort by up to 33,750 direct labor hours during each term in five
increments of 6,750 hours. All responsible sources may submit a
proposal which shall be considered by the agency. The applicable SIC
Code is 8711 with a size standard of $2.5 million. Solicitation
