Armament Center's Air Base Systems Program Office (AAC/WMO) plans to
issue a Request for Proposal on or about 4 Aug 99, for a shelter system
to accommodate aircraft maintenance on the B-2 air vehicle when forward
deployed. This serves as a Notice of Contracting Action (NOCA). This
will be an unrestricted competition and a "Best Value" procurement.
Even though cost is a significant factor, award may not go to the
lowest offeror. The B2 Shelter System (B2SS) consists of three major
components: an Extra Large Shelter (XLS); an Environmental Control
System (ECS) for cooling and heating; and a Prime Power Unit (PPU) for
generating electrical power. The government plans to provide, if
needed, the PPUs through an existing Air Force contract. Interface
requirements with the PPU will be detailed in the System Performance
Specification, and selected offeror will have to provide a compatible
shelter system and ECS. This office plans to issue a single RFP for the
integration of a B2 Shelter Systemand ECS units. The government
reserves the right to award a single contract, multiple contracts or
award no contract at all. The shelter will be approximately 20,000 sq
feet and should be able to house an Air Force B2 Bomber. The B2SS must
be air transportable on a C-141 aircraft and be compatible with the
463L cargo loading system. The shelter will be used primarily for
military aircraft maintenance. The critical requirement is to be able
to conduct low observable (LO) maintenance in the shelter system. The
XLS includes the basic shelter structure, liner, powered ventilation,
lighting, spares, and any special tools required for installation,
electrical distribution equipment and shipping/storage containers. The
ECS will include, as required, deployable air conditioner and heater
systems, supplemental fuel fired heaters, humidifiers, air distribution
systems, and control systems. Multiple ECS units may be required to
support each XLS, depending upon deployment location. The ECS will be
capable of customizingheating and cooling based upon deployment
location. All pertinent documents will be posted on the web page for
government acquisitions (www.eps.gov) and updated periodically between
now and the formal RFP release on or about 4 Aug 99. This procurement
is limited to sources that can manufacture and produce this product in
the United States. Trade-offs between technical aspects and cost are
highly encouraged, and should allow offerors to propose their best
approach. The Government does not intend to award a contract on the
basis of responses received to this notice or otherwise pay for the
information solicited. No entitlement to payment of direct or indirect
cost or charges by the Government will arise as a result of submission
of responses to this synopsis and the Government's use of such
information. The Government invites questions, comments from industry
which may improve the solicitation, refine program requirements, and
enhance the success of the acquisition as outlined in the above
referenced web-site.An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors, when an offeror
prefers not to use established channels to communicate his/her concern
during the proposal development phase of this acquisition. Potential
offerors should use established channels to request information, pose
questions, and voice concerns before resorting to the use of the
Ombudsman. The Ombudsman neither participates in the Source Selection
nor makes decisions regarding the Source Selection. Potential offerors
