Range Instrumentation Systems Program Office, Air Armament Center
(AAC), Eglin AFB, Florida, intends to acquire competitively an upgrade
for twenty-four (24) P4B (AN/ASQ-T27) Aircraft Instrumentation
Subsystem (AIS) Pods, to include the following performance capability
improvements: Global Positioning System (GPS)-based tracking, an
untethered mode of operation, and future expandability to include
encryption. During tethered operation, the modified pods will be fully
compatible with the Goldwater Range Measurement and Debriefing System
(GRMDS) currently being installed at Luke AFB, AZ. During untethered
operation, the pods will be capable of mission recording, post-mission
merge, and debrief using the currently installed Advanced Data and
Debriefing System (ADDS) GRMDS subsystem. The modified pods will
conform to flight certification characteristics (including mass
properties and electromagnetic compatibility) of the currently deployed
P4B pods. A one-year Firm Fixed Price (FFP) contract is anticipated,
which will include four (4) one-year options. The minimum variable
quantity for a one-year period is anticipated to be 10 with a maximum
variable quantity to be 200. Total maximum quantity throughout the life
of the contract is anticipated to be 200. This acquisition will provide
for government-furnished AN/ASQ-T27 P4B pods as the baseline for
upgrade. Government-furnished P4B and P4G documentation will also be
made available to offerors. The P4G (AN/ASQ-T27A) Pod is a P4B Pod that
was upgraded under the Tyndall Range Expansion (TRE) portion of the
Nellis Air Combat Training System (NACTS) program to (1) include a
Global Positioning System (GPS)-based tracking, (2) to include space
for subsequent installation of an Advanced Message-Oriented Data
Security Module (AMODSM) encryption device, and (3) other improvements
related to adding these capabilities. Currently deployed P4G Pods
contain a device currently referred to as a Null-MODSM, which has the
same weight and form as an AMODSM and can be removed and replaced by
the AMODSM when that device has been integrated into the system design.
The government is not endorsing a P4G variant design as the preferred
solution. Beyond meeting performance enhancement requirements, this
acquisition program will emphasize affordability, and schedule. A
technical library that includes all available P4B and P4G Pod
documentation and software and other relevant information is available.

the technical library is restricted to qualified U.S. contractors who
have registered with, and are certified for access to DoD Scientific
and Technical Information (STINFO) and export controlled information by
the United States/Canada Joint Certification Office, Defense Logistics
Service Center, Battle Creek, MI 49016-3412, 1-800-352-3572.
Certification is accomplished using DD Form 2345, Military Critical
Technical Data Agreement. A Statement of Terms and Conditions for
Release of Air Force Owned or Developed Computer Software Packages must
be completed by each offeror and returned to AAC/WRRK prior to being
granted access to the Air Force technical Library. A 24-hour limitation
has been established for checkout and loan of software or documentation
in the library, to allow potential offerors the opportunity to copy
material needed to prepare proposals. You may contact Mr. Paul Carmean,

software release approval. This acquisition will be paperless. All
information associated with this program is expected to be
UNCLASSIFIED. The Standard Industrial Classification (SIC) Code for
this acquisition is 3663 (750 personnel). Interested firms who have not
already submitted a Statement of Capability (SOC) should provide one
within 15 days of this announcement. Submit the SOC to Ms. Jennifer M.

850-882-3226. The SOC must include, but is not limited to, successful
experience or capability as a prime contractor in fabrication of AIS
Pods or similar electronic instrumentation. Respondents to this notice
will not be notified of the results of the evaluation of information
submitted. An industry day exchange will be held at Eglin AFB, FL on 24
August 1999. One-on-one sessions will be available by prior appointment
only the day after the industry session. Firms interested in attending
industry day should submit their request to Ms. Jennifer M. Farmer,
via fax at 850-882-3226. Only firms who have the ability to
successfully fulfill the AN/ASQ-27 Pod Upgrade program requirements
should respond to this announcement. Firms responding to this synopsis
should state whether or not they are a small business concern or a
small disadvantaged business concern as defined in Federal Acquisition
Regulation (FAR) 52.219-1 and FAR 52.219-2. Direct all requests for

ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposed development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source

Upgrade. Contract award is planned for no later than 28 Feb 2000.
