USAF Academy is conducting a Personal Development competitive sourcing
study utilizing OMB Circular A-76, AFI 38-203 and AFMAN 38-209. The
purpose of this study is to determine if it is efficient for
government-operated or contractor-operated functions to perform this
group of activities. None of the functions of this study will be
separated; all listed functions will be placed on one contract.
Services shall be provided in accordance with all USAF and Academy
procedures/regulations. This service is subject to the Service Contract
Act. The following areas are included in this study: 1. Cadet Services:
Directs the management, and control of all cadet extracurricular
activities (cadet clubs), barber/beauty shops, cadet wing laundromat,
Lawrence Paul Pavilion and cadet lodge. Arranges and provides sound and
lighting technical requirements for all functions within Arnold Hall's
2,700 seat theater. Budgets for appropriated funds and monitors all
monies generated and expended by Cadet Activities. Responsible for
overall Arnold Hall facility management. 2. 10th Services: The function
of the 10th Services Squadron, is to provide a variety of morale,
fitness, and recreational services, which contribute to readiness and
improve productivity through programs promoting fitness, esprit de
corps, and quality-of-life for active duty personnel, their families,
cadets, DOD civilians, and the retired military population. 3.10th MSS:
The function of the 10th MSS is to provide all direct military unit
personnel and functional support for the Air Force Academy, to include
the 34th TRW, the 10th ABW, the USAFA staff, and the Dean of Faculty.
This support is also extended to the families of all assigned
personnel. 4. Superintendent's Staff: Public Affairs/Visitors' Center:
Schedules, coordinates, and conducts guided tours and special
presentations to selected groups. Manages and operates the Visitors'
Center. Coordinates and develops exhibits and films for Visitors'
Center use. Monitors the Academy self-guided tour program. Operates a
guided tour program during the tourist season. Assures regional
publications and Academy signs and brochures are effectively used to
promote the visitor program and significant Academy activities.
Coordinates visitor programs and services with local area tourist
agencies. Provides tours of the Academy to select groups and
individuals. Responsible for public affairs planning for all activities
which impacts the Academy's mission and daily operations. The contract
type will be a Fixed Price with Award Fee (FPAF). The DRAFT
solicitation (RFP) will be released on or about 15 June 99 and posted
on the Electronic Posting System (EPS) home page. The Internet address
is http:// www.eps.gov and is then listed under EPS for Vendors and
Direct Reporting Units. Hard copies of the DRAFT solicitation (RFP)
will not be available. No telephone request for DRAFT solicitation
(RFP) will be accepted. This synopsis is not a request for RFP or IFB
and responses are not considered as commitment by the government. This
acquisition is an unrestricted procurement. If awarded to a large
business, the successful contractor is mandated that 45% of the work
shall be allocated to small business concerns (SDB, Women-owned and
Hub-Zone) and an Award Fee will be included to incentivize the
contractor in this matter. Any interested contractors that identify
themselves for this procurement will be placed on the Offerors Mailing
List, which will be available electronically at the above EPS Internet
address. Industry's comments will be due at the above address on or
about 18 July 99 @ 2:00 local Colorado prevailing time. This DRAFT
solicitation (RFP) is being issued to solicit industry's
comments/questions on the content of the RFP, including the Performance
Work Statement (PWS), Award Fee Plan and how they can be
improved/clarified to encourage competition, incorporate industry's
standards and allow for better proposal from the offerors. Any
resulting contract will include a mobilization/transition period, a
basic year, and four one-yearoptions. Median source selection
procedures from FAR and AFFARS part 15 will be used for this best value
acquisition. The Standard Industrial Classification (SIC) is 8744 and
