is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals (samples of products) are
being requested and a written solicitation will not be issued. The
solicitation is issued as Request for Proposal DAKF23-99-R-0201.
Written proposals are not required; textbooks, workbooks,
instructional, supplemental, and technological materials submitted as
samples of items offerors propose to provide will be used to evaluate
the quality factor, subfactors and sub-subfactors listed herein. The
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-10. SIC code is 2731; small
business size standard is 500 employees; solicitation is unrestricted.
Resulting contract will be a requirements contract for instructional
materials for Science Program for Early Childhood Education (Pre-
Kindergarten and Kindergarten) through Twelfth Grades for the Fort
Campbell Schools. The selection of materials is a continuation of the
current curriculum development program and may include science
textbooks, workbooks, and other materials as appropriate. Offers for
multi-grade level series as well as course-specific, single-volume
texts will be accepted. Offerors may offer any number of curriculum;
however, each offer must be independently and separately submitted.
Each offer submitted will be evaluated separately. Materials submitted
for examination should consist of pre-packaged sample sets, including
teacher support materials for each grade level and/or content area
covered in the offer. Samples of technological materials such as CD
Roms, videotapes, cassette tapes, software programs, etc., that will
complement the Science curriculum appropriate for the particular grade
level should be included. Teacher materials include teacher's
annotated editions/workbooks. Mainly IBM (approximately 90%) and some
MacIntosh platforms (approximately 10%) are used in the schools. Base
period will be 15 August 1999 through 14 August 2000 with four (4)
12-months option periods. Supplies will be required to be delivered to
the Fort Campbell Schools, Fort Campbell, KY, within 30 calendar days
after receipt of the first delivery order at the start of the contract
period; all other delivery orders will require delivery within 60
calendar days after receipt. Destination prices should be submitted.

following FAR provisions and clauses apply to this acquisition:
52.212-1 Instructions to Offerors -- Commercial Items (AUG 1998),
addended by deleting Paragraphs (b)(5) and (i), and amending Paragraph
(c) to read "90 calendar days"; 52.212-2 Evaluation -- Commercial
Items (JAN 1999), (Evaluation factors are Quality and Price; subfactors
under Quality are Quality of Content Material, Science Instruction,
Activities and Supporting Materials, Teacher's Manual, Vocabulary
Development, and Technological Materials. Quality of Content Material
is equal to Science Instruction in importance which are somewhat more
important than Activities and Supporting Materials and Teacher's Manual
which are also equal in importance and more important than Vocabulary
Development and Technological Materials which are equally important.
There are five sub-subfactors within each of the subfactors which are
equal in importance. Quality of Content Material sub-subfactors are
(1)Attractive, well organized layout; (2) Clear, interesting, age
appropriate science content that incorporates higher level thinking
skills; (3) Appropriate, good quality illustrations (charts, graphs,
etc.); (4) Text reflects multi-cultural population groups and various
learning styles; (5) Science content is clearly defined, explained with
examples and problems. Science Instruction sub-subfactors are (1) Focus
on fundamental knowledge, concepts, principles, and theories, including
classification, periodic table, systems, and process of scientific
investigation; (2) Re-teaching approaches are provided for skills; (3)
Innovative direction to encourage independent learners; (4) Models to
provide a pictorial under- standing of abstract concepts, i.e.,
charts, graphs; (5) Activities to encourage active inquiry, and
critical thinking from multiple perspectives. Activities and supporting
materials sub-subfactors are (1) Promote science and math related
activities as well as writing across the curriculum; (2) Student
centered and interesting activities including lab manuals,
experimentation kits, and workbooks; (3) Activities provide sufficient
practice review problems; (4) Global activities include Internet and
project based learning; (5) Reinforcement activities incorporate speech
and drama presentation experiences and address various learning styles.
Teacher's Manual sub-subfactors are (1) Format follows a clear and
consistent organizational pattern; (2) Clear scope, sequence, and
integration with other content areas including references for related
literature for thematic units; (3) Different teaching strategies should
be included for each concept; (4) Different methods of assessment
should be included in a test bank. Examples are: skill base, authentic,
portfolio, criteria referenced tests. Some assessment should be in
standardized test format consistent with the Terra Nova Assessment.;
(5) Management system is compatible with district standards and goals.
Vocabulary Development sub-subfactors are (1) Specific vocabulary
words identified for each science related concept; (2) Introduction of
new words uses student experiences/prior knowledge; (3) Vocabulary
expanded and practices throughout text; (4) Provision for ESL learning;
(5) Variety of interesting, motivating activities enhance word
acquisition. Technological materials sub-subfactors are (1) Examples
consisting of CD Roms, Video- tapes, Cassette Tapes, Laser Disks,
Transparencies, Probe Ware, and Internet Components; (2) Software
programs to support instruction; (3) Interactive software that
complements teacher instruction; (4) Technological materials compatible
with the textbooks; (5) Technical support help line. The quality factor
is substantially more important than price.) Award(s) will be made to
the responsible offeror(s) whose offer(s) represents the best value
after evaluation in accordance with the stated factors, subfactors, and
sub-subfactors. Award may be made without discussions; therefore, the
offeror's initial offer should contain the offeror's best terms from a
price and technical standpoint. The Government reserves the right to
conduct discussions if necessary. Offerors must submit completed copies

Commercial Items (FEB 1999) -- Alternate I (OCT 1998) and and Alternate
III (FEB 1999), and DFARS 252.212-7000 Offeror Representations and
