a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. The solicitation is issued as
Invitation for Bids (IFB) DAKF23-99-B-0005. The document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. SIC code is 1629; small business size
standard is $13.5M; solicitation is 100 percent small business
set-aside. Resulting contract will be a requirements contract for
disking, seeding, bulldozing, hydroseeding and road grading services at
training areas, Fort Campbell, KY. The contractor shall be required to
furnish all labor, materials, equipment, transportation, and other
items, except those items designated as Government furnished. Base
period will be 01 March 1999 through 28 Feb 2000, with anticipated
performance period of 01 March 1999 through 30 June 1999 and 15 August
1999 through 15 November 1999, with two (2) option periods. The
Government will give a 72 hour notice prior to commencement of

numbers, description, and estimated quantities for base and each option
period; performance work statement; Department of Labor Wage

estimated total price for base and option periods is low. Responsive

252.212-7000 Offeror Representations and Certifications-Commercial
Items (NOV 1995) with initial bids. Also applicable are the clauses at

and FAR 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items (JAN 1999) with the
additional FAR clauses stated at the following paragraphs within
