COMMERCE BUSINESS DAILY ISSUE OF JANUARY 20,1999 PSA#2265SUPPLIER UTILIZATION THROUGH RESPONSIVE GROUPED ENTERPRISES (SURGE)
This notice is an addendum to Broad Agency Announcement (BAA)
SP0410-97-S-0005, published October 2,1997 and amended on January 5,
1988. This addendum is to reestablish a closing date for submission of
abstracts and concept papers for consideration. Interested sources
must submit an original abstract and four (4) copies to Ms. Sherrill
King by 2:00 p.m. March 5, 1999. All requirements set forth in the BAA
and Amendment are still in effect. All responsible sources capable of
satisfying the Government's requirements may submit an abstract. Firms
wishing to submit an abstract may obtain the BAA and Proposer
Information Packet (PIP) from the DSCR web page (www.dscr.dla.mil)
using the BAA heading. DLA will consider all abstracts received;
however, firms that fail to submit an abstract will not be eligible for
future award(s) under this addendum. Any firm that submitted an
abstract in response to the original or amended BAA will automatically
be considered eligible for award under this addendum. Therefore, any
such firm need not submit another abstract, unless the firm wishes to
submit a different or changed abstract because of this addendum. Each
offeror will be notified in writing of the merits of its abstract.
Regardless of the merit of any abstract, all offerors will be allowed
to submit a full concept paper by a specified date and time. Failure to
submit a concept paper will preclude consideration for award. Concepts
that are considered advantageous to the government may be selected for
award. If competing abstracts are received, the government will first
evaluate abstracts for merit based upon the criteria identified in the
original BAA, the amended BAA and PIP. The selected concept will form
the basis of the statement of work and ultimate contract award. If
only one abstract is received, it will be evaluated based solely upon
the criteria identified in the original and amended BAA. If the concept
is considered advantageous to the government, the concept paper will
form the basis for the statement of work and the ultimate contract
