Interested sources are sought for operation of the Naval Computer and
Telecommunications Station (NCTS) Base Communications Office (BCO), San
Diego, CA. Services encompass Consolidated Area Telephone System (CATS)
Network services for all NCTS San Diego BCO customers. Services include
day-to-day management, administration, installation, operation,
maintenance and provisioning of CATS and base telecommunications
facilities for all activities within the CATS network (includes Naval
and Marine Corps shore activities and U.S. Navy ships in the San Diego
metropolitan area). Additional services include directory services,
facilities planning, Defense Switched Network (DSN), Federal
Telecommunications System (FTS) 2000, moves, changes, installations and
disconnects. The CATS Network is an integrated digital communications
network that provides a transparent interface to all switches within
the system. The network consists of seventeen switches interconnected
via a fiber optic (SONET) transport system with minor connectivity via
digital microwave network. The network supports approximately 48,000
voice (switched) users and 4,000 non-switched users. The switching
equipment is all Lucent Definity G2.2 and the campus distribution cable
plant is primarily copper. The CATS network provides a multitude of
user features, including five-digit dialing within the network. Site
visit and pre-proposal conference will be announced in the
solicitation. Performance is estimated to begin with phase-in by 1 Sep
99, full performance by 1 Oct 99, and will provide for a base year and
four one-year option periods. Refer to N00244-99-R-0008. This
procurement is being conducted under Commercial Activity OMB A-76 cost
comparison guidelines. If government performance is determined to be
more advantageous, the solicitation will be cancelled. Interested
parties are invited to access, review and comment on our Draft
Performance Work Statement (PWS) located on the FISC San Diego Web page
(www.sd.fisc.navy.mil). All PWS comments and questions should be
directed to the Contract Negotiator via e-mail address below. All
e-mails should provide the company name, address, point of contact,
phone number and business size. This acquisition will be conducted
under Standard Industrial Classification Code 4813 which establishes a
1,500 employee threshold as the ceiling for small business size. A
full solicitation package is not available at this time and will not be
