Project provides for an indefinite quantity requirements contract for correction of erosion and drainage at the Joint Readiness Training Center and Fort Polk, LA. Bidders will be required to pre-price over 300 items that are associated with the demolition and construction of storm water collection systems. Items included, but not limited to, removal of existing curb and gutters; removal of trees and stumps; construct ion of various types of inlet structures; construction of manholes; installation of various types of inlet structures; installation of various sizes of RCP and PVC piping; pavement replacement; and work site restoration (backfill, turfing, sodding, seeding and fencing). Orders will be placed against the contract based on the work items involved and their associated unit price. Contract Duration is 12 months with two (2) 12-month option periods. The estimated amount per period is $1,000,000 with a total not-to-exceed amount of $3,000,000 for the base plus all periods. Bids from large business firms must comply with FAR clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: 61.2% with small business; 9.1% with small disadvantaged business, 4.5% with women-owned small business, and 5.5% with Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs). The plans and specifications have been placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM, and/or the INTERNET. The Government intends to issue this solicitation through the use of CD-ROM and the INTERNET. However, the Government reserves the right to use only the INTERNET as notification of any changes to this solicitation.
