A -- TECHNICAL RESEARCH IN ADVANCED AIR TRANSPORTATION CONCEPTS & TECHNOLOGIES SOL NRA2-36648(BRM) DUE 013097 POC Contact Point: Contracting Officer: Barbara McKeag, (415) 604-5086, Fax: (415)604-3323 As part of the Advanced Air Transportation Technologies (AATT) program, NASA is soliciting proposals for research studies and evaluations of future air transportation management (ATM) concepts and supporting technologies and methodologies. The objective of this NRA is to solicit proposals which complement in-house activities in identifying innovative concepts and supporting technologies and methodologies with potentially high payoff and which are worthy of further investigation. This NRA announcement is restricted to research activities conducted in support of AATT program objectives, and will be called the ''AATT Research Project''. Please note that in addition to this AATT NRA Research Project, another AATT procurement is also being planned for system development and integration. This other procurement will focus on specific end-item development and system integration activities, and will be called the ''AATT System Development and Integration Project (SDIP)''. It is the intent of the government to take results from this NRA effort and merge them, where appropriate, into other on-going AATT activities, including the System Development and Integration Project activities. Since this NRA effort will represent a sig nificant and important portion of the AATT front-end research activity it is imperative that the offferor's proposals describe a research process that focuses on bringing forward documented results in a timely manner throughout the duration of the project. Offerors that submit proposals for this NRA work will not be dis qualified from submitting proposals for the SDIP work or other follow-on contracts within the AATT program. The AATT program is organized into six topical areas of research: Air Transportation Mangement Concept Definition and Integration; Benefits and Safety Assessment; Human Factors Operations; Terminal/Surface Systems and Operations; En Route Systems and Operations; Aircraft Systems and Operations. The NRA tasks will include activities for concept development and evaluation. The activities may involve benefit/cost analyses, safety analyses and human factors assessments to identify and justify concepts, technologies and methodologies worthy of further ATM research. The activities may also include research leading to the conceptual design of automation tools to assist the air traffic controller, airline operations specialist, or pilot. Development of experimental systems may be required for concept evaluation. This development may involve the creation of software to demonstrate algorithms being studied. To support specific ATM operational concepts, the activities may examine specific issues in human factors, benefits and safety assessments which focus on human performance, system performance and safety models. One or more awards to offerors are intended for this NRA, with each offeror expected to contribute to all of the above research areas. It is NASA's intent to award Indefinite Delivery/ Indefinite Quantity (IDIQ) type contracts with an estimated fixed-price minimum of $500,000 and an estimated maximum of $4,000,000 to be tasked during each contract year. The performance period wil be one year plus four additional one- year options. Tasks orders will be issued throughout the duration of the contracts to convey the NASA research requirements. As part of their proposals, offerors shall provide: 1) staff qualifications and availability to support research tasks (including estimated lead times required to add staff in response to task requests); 2) facilities or resources required by and available to the team; 3) process for assigning tasks to team members; and, 4) approach and content of proposals in response to research task order requests. Parti cipation in this effort is open to: academia, industry, non profit institutions, and other government agencies. Teaming/ subcontracting arrangements are encouraged.
