Description
THIS IS NOT A REQUEST FOR PROPOSALS. This is a sources sought announcement, and as such does not constitute a solicitation of proposal, and authority to enter into negotiations to award a contract for the contemplated effort. Funds are not currently available. This solicitation amplifies on information provided in the original sources sought notice #FBO-01027698 dated Apr 13, 2006. In addition to systems and subsystems described in the Apr 13, 2006 sources sought notice, the Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Indian Head, Maryland is also requesting information on alternative neutralization techniques to mitigate damage to ships hulls, underwater piers/pilings and structures during neutralization of attached limpet mines and/or emplaced explosive devices. Neutralization approaches may include but are not limited to: disrupter charges, pyrotechnic torches, chemical reducing, and other potential blast mitigating or re-directing tools that can potentially reduce the effectiveness of terrorist-placed explosives against target hulls or underwater structures. Additionally, the government is interested in alternative attachment or station keeping methods for these tools onto ferrous or non-ferrous hulls or other underwater structures (e.g., pier walls and pilings). Reliable precision placement of tools is required, as well as the ability to maintain precise position for an unspecified period of time. As indicated in the original solicitation, the purpose of this study is to identify alternative technologies that may be suitable for integration into an eventual unmanned underwater system to localize and neutralize limpet mines and other explosive devices that may be placed on or near a ship hull or on pier and piling structures near ship berths. Proposed tools/systems designed for ease of integration onto an unmanned underwater vehicle (UUV) for ultimate placement by a UUV will be given highest consideration. Tool/system descriptions and performance information is sough t in the form of prior studies, brochures, specification sheets, and company points of contact. Any information available on demonstrated or expected performance in varied environments (e.g., low visibility, light, dark, currents, etc.) and estimated unit cost is also desired. The focus of this solicitation is on proven, mature technologies that could be ready for integration/transition to systems as early as 2008/2009 timeframe. Information received from respondents in the initial solicitation is appreciated and is being reviewed. It is not necessary to provide information that has been previously submitted in response to the previous sources sought notice or solicitations for the EOD HULS and HULSFEST projects. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. Design proposals requiring developmental funding are not of interest at this time. Deadline for submission is 22 August 2006. Questions regarding this solicitation may be directed to the above POC.
