Description
NOTE: THE PROPOSED CONTRACT ACTION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; HOWEVER, ALL PROPOSALS RECEIVED WITHIN SEVEN DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE WITH THIS PROPOSED CONTRACT BASED ON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice, and using the Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is N65538-02-Q-0008, and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. This solicitation is a 100% small business set-aside, the associated NAICS code is 541614, and the small business size standard is $11.5 Million. Line item 0001 is as follows: the contractor shall provide technical and logistics support for the Facilities Maintenance Program at the National Institutes of Health (NIH), Bethesda, MD on the Vibration Analysis Program. Tasks for this program include: A. daily review and analysis of online data collected in the VibraMetrics system on 94 data points located in Building 45 (Natcher) at the Bethesda Campus of NIH, All alert and alarm conditions will be reported, documented, and tracked in the WebView 2000 system. B. Make monthly visits to the NIH facilities in Bethesda and Poolesville, MD to review and analyze periodic data collected from the walk-around vibration system, including 250 points and 113 machines in 17 buildings. Provide the following: Analyze vibration data, Follow-up problems, Input all data, Attend meetings, and develop presentation materials, Assist NIH Maintenance personnel in the installation of vibration sensor disks on new/repaired equipment, Install software upgrades. C. Manage equipment status and vibration program findings for a ll machines being monitored and input data into the WebView 2000 system. This shall include: Manage equipment status of all machines being monitored, Input and track exception data from the alert and alarm conditions identified, Document problem description, analysis results, repair recommendations, diagnostic images, actual maintenance performed, and associated Work-Order information provided by NIH, Manage the automatic notification process within the WebView 2000 system, Input and Track cost benefit analysis data from all vibration findings. D. Provide technical support, program management, and PDM expertise. These support services shall extend over a continuous period of approximately seven (7)(Date of Award through September 30, 2003). WebView 2000 is a proprietary COTS internet-based integrated equipment management system, which automates Web based equipment data wa rehousing and analysis capabilities, including alerts and auto alarming. Deliverables will be status reports, exception reports and financial summary reports. The provision FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offeror will include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, with its offer. Clauses FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.232-33, Payment by Electronic Funds Transfer, Central Contractor Registration, DFARS 252.204-7004, Required Central Contractor Registration apply to this solicitation. Offers are due on 18 FEB 2003, to the Naval Sea Logistics Center, 5450 Carlisle Pike, Mechanicsburg, PA 17055, by 4:00pm, Easte rn Standard Time.
