- This is a reissuance of the previous notice on this project extending the due date from December 28,2001 to January 7, 2002. The GCVTC approved Integrated Assessment of fire emissions created an emissions inventory for prescribed fire and wildland fire use on wildlands for the GCVTC Region for year 2015. The GCVTC fire emissions inventory is entitled the Fire Emissions Project (FEP). The FEJF has determined that the 2015 projection will be an adequate starting point for the 2018 WRAP projection. The GCVTC 2015 projection of burning activity showed a substantial increase over 1995 levels that were estimated by the GCVTC. The levels of burning in the GCVTC 2015 projections are substantially greater than those found in the FEJF 1996 Prescribed Fire Emissions Inventory as well. The projected increase appears to be consistent with the current and anticipated National Fire Plan and Ten-Year Plan implementation that is underway across the WRAP Region. The GCVTC inventory failed to estimate future agricultural burning activity, subsequent emissions and application of potential smoke management controls. Therefore, 2018 emissions projections for agricultural burning must be developed for the WRAP Region. This agricultural emissions inventory projection for 2018 must mimic as closely as possible the temporal, spatial and emission control resolution of the wildlands emissions inventory (EI). The 2018 projection will be based on real activity data collected by the FEJF for 1996 or using an estimation process which mimics the real data closely. Activity in the areas in the WRAP region where data was unavailable will be estimated using a gap-filling method or other consistent approaches. The RFP may be downloaded at the WRAP web site.
