Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to initiate a Basic Ordering Agreement with FlashTech in St. Louis, MO. The purpose of the proposed BOA and all subsequent orders placed under it is to procure FlashJet? Systems, Spare Parts, System Demonstrations, Integrated Logistics Support (ILS) and Sustaining Engineering. The proposed acquisition is for a system and technical data for which the Government does not own specifications or drawings. FlashTech holds all patents and technical data rights to the FlashJet? and its related systems. NAWCADLKE intends to procure this system and related functions under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. See Note 22.
