Description

(SIC 8700) This announcement solicits interested contractors for a Professional Service to Develop a History Manual Script (Writing).The contractor shall perform the extensive research necessary to prepare, in a scholarly, professional manner, a 34-year update (1977-2001) of the U.S. Army Corps of Engineers History of United States Army Engineer District Far East, 1976, a published history of the District from 1957 1975. The updated history specified in this scope of work shall be composed of a narrative presentation with appropriate illustrations, footnotes, bibliography, and appendices. The narrative shall be comprehensive, analytical, and balanced. It shall be written in a clear, crisp style attractive to the general public, and reflect the careful research and thought necessary to find acceptance in the scholarly community. The anticipated completion date is on or before 30 December 2003. The government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement (ii) Past performance; (iii) Price. Evaluation factors are in descending order of importance. Technical and past performance, when combined are equal, but significantly more than price. See Numbered Note #23
