- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Sergey Mekhontsev, Gaithersburg, Maryland for research and technical assistance services. Work shall include development, construction, operation and maintenance of Blackbody Spectral Source and Emittance Measurement Systems for Fourier Transform and laser-based characterization facilities. The period of performance shall be one year from date of award. There shall also be two additional one year option periods. Work shall be done at the NIST Gaithersburg, Maryland site. This is a sole source requirement with Dr. Mekhontsev because he is uniquely suited to perform the tasks described in this document based on his combination of experience and skills in the areas of blackbody source and detector design for metrological applications. As the leader of the Radiometry and Radiation Thermometry Section of the All Russian Institute for Optical and Physical Measurements (VINIOFI), he developed state of the art blackbodies for radiometry and temperature measurement. The work included design, construction, testing and implementation of a variety of blackbodies for radiometric purposes. The blackbodies developed by his group are being used at standards laboratories across the world. Dr. Mekhontsev has additional experience in developing and implementing the ancillary systems required for operation and testing of the blackbodies. Interested persons may identify their capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. A solicitation is not available. See Note 22 and 26.
