- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is RFP-RMAST-02-009. The solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-01 -- please note Items III and V of FAC 2001-01 are effective 10/22/01 and Items I, II, IV and VI are effective 12/21/01. This synopsis/solicitation is a total small business set aside. The associated NAICS code is 621330. The small business size standard is $5 million. Total Price for Base Period and Option Periods I -- IV $_________ -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- - DESCRIPTION OF REQUIREMENTS: SCOPE Contractor shall furnish materials, equipment, supervision and supplies, except that listed as Government-Furnished Property below, needed to develop, implement and monitor the total mental health program including both staff training and student services in accordance with the attached specifications, clauses and provisions of this solicitation and any resultant contract. PROJECT LOCATION Services will be furnished at the Cass Job Corps Center, which is located approximately 18 miles north of Ozark, Arkansas (Franklin County) on State Highway 23. GOVERNMENT FURNISHED PROPERTY Office space will be provided at the Job Corps Center for Contractor conducted counseling and testing of students. Appropriate space will also be provided for staff consultation and training. All handbooks, guides and other Government-related materials needed for performance and as enumerated elsewhere in the following specifications will be provided to the Contractor. TECHNICAL SPECIFICATIONS For the purposes of these technical specifications, the term "Contractor" is defined as the individual who actually provides the services at the Center as specified herein, whether that individual is the Contractor or the Contractor's employee. A. Required Qualifications Contractor shall have a Ph. D. in Clinical Psychology or a Doctor of Medicine degree in Psychiatric Medicine. Additionally, contractor shall be currently certified, accredited and/or licensed by the State of Arkansas as either: 1. Licensed Psychiatrist 2. Licensed Clinical Psychologist 3. Licensed Psychiatric Social Worker A copy of the degree held and State License shall be provided to the Contracting Officer with the contractor's proposal. B. Availability Contractor must be located within a 100 miles radius of the Job Corps Center to be available to respond to any mental health emergencies that may occur. C. Desired Training & Experience 1. Contractor shall have previous experience in a residential school or treatment facility serving youth (between the ages of 16 and 24) such as a hospital, halfway house or vocational school. 2. Contractor shall have demonstrated knowledge of community resources as obtained by work in a vocational rehabilitation office or a community mental health center. 3. Contractor shall have demonstrated understanding of disadvantaged youth as obtained through prior employment or through personal experience. 4. Contractor shall have demonstrated ability to provide for staff development needs as obtained through previous organizational development consultations or the design and delivery of staff training. D. Special Skills Required Ability to administer and interpret the Minnesota Multiphasic Personality Inventory (MMPI) and the Wecheler Intelligence Tests (WAIS-R; WISC-R; WPPSI). Capable of using the Diagnostic and Statistical Manual, Third Edition, Revised (DSM-III-R). E. Services to be Performed 1. Clinical responsibilities shall include the following: Advise the Center Director and other staff on preventive mental health measures. Provide early recognition of behaviors requiring clinical advice or referral. Consult on and monitor the mental health referral system. Conduct clinical interviews for purposes of evaluation, diagnosis and disposition. Perform or arrange psychological testing services as needed and authorized Prepare case management plans which identify specific expectations of staff and the student whose adjustment is at issue. Provide appropriate case and situational feedback to Center staff on a need-to-know basis. Maintain clinical case histories and required communications, records and forms including provisions for confidentiality. Provide clinical support to the Alcohol and Other Drugs of Abuse Specialist. Provide either, or a combination of, brief counseling, crisis counseling, drug and alcohol counseling or group counseling to students as follows: (a) Evaluation Sessions: Psychological evaluations that may include a battery of tests as appropriate for each referral. A report will be sent to the Contracting Officer's Representative (COR) within 3 days after the evaluation. A copy of the Center's Student Referral Form will be furnished to the Contractor for each referral. (b) Group Therapy: Group therapy may be made available to students who will be selected jointly by the Director of Counseling Services and the Contractor. Groups will consist of no more than 10 students and will meet as recommended by the Contractor and approved by the COR. (c) Individual Therapy: Individual therapy will be available for selected students on a very limited basis as recommended by the Contractor and approved by the COR. 2. Staff training and development will be an ongoing process and will be scheduled cooperatively between the COR and Contractor. In order to accommodate various work schedules training will be provided during normal business hours and evening hours. Training and development activities fall into the following categories: a. The Contractor serves as the principal technical advisor to the Center Director and senior staff on managing organizational development. b. The Contractor provides technical assistance to staff individually or in groups through conferences using real cases as the vehicle for skill development. c. The Contractor provides staff training and development on issues associated with adolescent development including, but not limited to, the following topics: Orientation to mental health services Supervision Communication skills Mental health standing orders Group leadership Sexuality and safe sex practices Crisis intervention Conflict management Student motivation Life trauma Behavior management Intergroup relations Alcohol and other drugs of abuse 3. The Contractor shall maintain legible, current, informative notes about students in medical charts with copies in their individual counseling files. 4. The Contractor shall ensure the maintenance, confidentiality and safeguarding of all necessary mental health records. 5. The Contractor shall issue and maintain signed and dated standing orders regarding mental health matters in accordance with Technical Assistance Guide 6-Q. F. Special Items 1. Neither the USDA Forest Service nor the U. S. Department of Labor shall be liable for any damages sustained by the Contractor. 2. The Contractor shall: a. Maintain any and all information gathered about the students, the USDA Forest Service, to include the Job Corps Center, or the U. S. Department of Labor as confidential b. Not publicize, publish or discuss any information obtained about the students, the USDA Forest Service, to include the Job Corps Center, or the U. S. Department of Labor without prior approval of the Center Director. c. Coordinate with the Center Director to clear any research projects and/or publications relating to Job Corps mental health activities through the Job Corps National Health Office, Washington, D.C. G. General Program Related Services The services to be provided shall include, but will not be limited to, those mental health services specified in the Job Corps Policy and Requirements Handbook Chapter 5 and Technical Assistance Guides 6-D, 6-L, 6-N, and 6-Q. The services to be provided include: 1. Advise the Center Director and health services staff on all mental health matters. This shall include staffing requirements, the advisability of student terminations for mental health reasons and the cost of mental health services, including inpatient care. 2. Consult on the development of a system to promote the coordination and integration of the mental health program with other center programs and activities such as counseling, residential life and recreation. This will be done in cooperation with the center physician, dentist and other health professionals, as well as any staff member involved with the students. 3. Advice and assistance to health education instructor(s) on the implementation or the health education program. 4. Consult with Center health staff, counselors, dormitory managers, instructors and other appropriate staff concerning the ongoing mental health problems of students. 5. Assist with program development for the purpose of meeting the life crises of students in constructive ways. For example, involvement with the Center disciplinary program, the maximum benefits program, the inter-group relations program and the AODA program. 6. Meet with designated representatives of the Forest Service and the U.S. Department of Labor during scheduled program and center reviews. H. Schedule of Work Services shall usually be provided at the Job Corps Center and shall adhere to the following schedule: Day(s) of week/time of day: To be scheduled with COR approval Number of hours: 6 to 8 hours per week Work will usually be performed during afternoon and early evening hours as agreed upon between the Contractor and COR, except during the months of December and January when special training schedules are developed. All schedule changes must have prior approval of the COR. Work performed shall include no more than an average of four (4) hours weekly (computed on a monthly basis) but not less than two (2) hours each week for consultations, staff development and training, to include the Alcohol and Other Drugs of Abuse (AODA) Program as listed below. Total work performed shall include no more than an average of two (2) hours weekly (computed on a monthly basis) but not less than one (1) hour each week for both direct services and staff development related to the Alcohol and Other Drugs of Abuse (AODA) Program. Contractor shall be available after hours and during weekends (by telephone) to provide assistance with any mental health emergencies that may occur. Contractor shall assist the Job Corps Center with mental health emergencies at unscheduled times by coming to the Center or having students brought to an office as the need arises. -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- - The full text of the below clauses or provisions may be accessed electronically at www.arnet.gov/far/ The provision at 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition.
