- Description
- This is a MARKET SURVEY for the Acquisition of Enhanced Position Location Reporting System (EPLRS) Reciever Transmitter Upgrade Kits. The planned acquisition will call for the production of approximately 725 upgrade kits for the Air Force Situation Awareness Data Link (SADL) and for the Army Transformation Brigades, with options for an additional 1,650 kits, for a total of 2,375 upgrade kits. The EPLRS provides a mobile wireless data communications backbone for the Army's Tactical Internet, embedded situational awareness (SA)/position navigation, and is a common system for Army, Air Force, Navy and Marine Corps warfighters. EPLRS is a primary enabler for network centric warfare. The U.S. Army CECOM has acquired 8,050 EPLRS Receiver Transmitters (RTs) and initial provisioning spare modules under the non-competitively awarded Contract Number DAAB07-97-C-C775. To date, 2,800 of the EPLRS RTs have been delivered and the balance of deliveries will continue through January 04. The majority of the additional deliveries will incorporate enhanced capabilities. The procurement of the 2,375 upgrade kits will enable upgrade of previously delivered EPLRS RTs to provide the enhanced capabilities that will be incorporated in the majority of the future deliveries of EPLRS RTs. This will ensure all EPLRS RTs provided for the Army and the Air Force SADL will have the same functional capabilities and ensure interoperability with the Army Transformation Brigades. Upgrade kits consist of the Signal Message Processor (SMP) and the Communications Security (COMSEC) modules. The main function of the SMP module is the encoding and decoding of transmitted and received signals. The COMSEC module is responsible for the encryption and decryption of transmitted and received signals. The upgrade kits will provide improved operational compatibility in the field and improve data throughput for the Tactical Internet and SADL. The Government has only performance type data for the EPLRS RT and will receive drawings for the COMSEC module, when the design of that module is complete. The COMSEC module is a National Security Agency cryptographic controlled item, and consequently the Government will acquire full rights to this data. The Government will not receive any technical data for the SMP module and design of the COMSEC module is still on-going, consequently the Government does not possess technical data.
