Description
Battelle, on behalf of the Department of Energy's (DOE) Federal Energy Management and Building Research and Standards Programs, and in cooperation with the Defense Logistics Agency (DLA), Defense Supply Center Philadelphia (DSCP), seeks sources of new, highly efficient Unitary "Rooftop" Air Conditioners (UAC) for federal buildings and to help promote their introduction into the private marketplace. This program is supportive of the goals of Executive Order 13123 and other federal government-wide policy to acquire the most efficient energy consuming products consistent with minimizing life-cycle costs. The air-conditioners to be acquired are in the range of between 65,000 to 99,999 Btu/hr and from 100,000 to 135,000 Btu/hr and will reflect the lowest possible life-cycle cost, taking into account both initial price and electricity use, that can be achieved within specifications governing other aspects of long-term performance and reliability. This program will target customer requirements for packaged UAC's used in military construction and building projects, major facilities maintenance projects, and other non-maintenance projects within the 48 contiguous United States. This program is being designed to develop more efficient UAC's and to complement the DLA's Maintenance, Repair and Operations (MRO) and Services Programs. Successful awardees will be awarded a Basic Ordering Agreement (BOA) by Battelle Memorial Institute (Battelle) and will become suppliers of Unitary Air Conditioners at specific prices and in accordance with other terms and conditions. All prospective offerors will be expected to supply the Unitary Air Conditioners meeting the technical requirements of the Statement of Work together with an announced delivered price schedule and product warranty provisions. It is anticipated that offerors who receive the highest ratings will receive awards. It is further anticipated that multiple awards will be made. Federal Government entities will be able to order approved equipment through DSCP. Private concerns, as well as state and local government entities, will be able to order through a basic ordering agreement with Battelle. DOE will promote awareness of approved equipment among prospective buyers, both government and private.
