- Description
- 1. The Aeronautical Systems Center (ASC) is soliciting information to analyze alternatives for a target identification system to replace the All Light Level TV (ALLTV) subsystem on the AC-130U aircraft. This Request for Information (RFI) is issued for informational planning purposes only and does not constitute a solicitation or commit the Government to award a contract now or in the future. Submitting information for the RFI is voluntary, and participants will not be compensated. A multi-spectral 360 degree field of regard sensor system is required to meet current operational requirements. The potential for future application as an AFSOC common multi-sensor system for replacement of older sensor systems across AFSOC aircraft (SOF C-130, MH-53), as well as other SOF aviation platforms, may also be a consideration. Information on complete, production-ready commercial-off-the-shelf (COTS) systems is desired. Systems in the concept or design phase are of limited interest. Information is required by 11 Jan 02. You will be required to demonstrate your solution, configured to meet the key performance capabilities at a government facility, 90 days after issuance of this announcement. A flight demonstration may be required. Vendors may be invited to demonstrate 1553 Bus and RS232 communications at the Boeing Systems Integration Laboratory to better understand integration requirements and costs. Key Performance Capabilities: Key performance parameters will include target and ground party identification capability at AFSOC specified slant ranges. The sensor capability must enable AC-130U sensor operators to detect, recognize and identify potential targets and friendly ground parties throughout the aircraft operational envelope during AFSOC missions including the entire range of environmental conditions that may be encountered. A capability is required for detecting USSOCOM near-IR pointers, strobes, beacons, and markers during night operations. The multi-spectral sensor system should employ imagery enhancement techniques to improve target detection and identification. The system must be capable of being fully integrated into the AC-130U fire control system. All LRUs shall be replaceable at the organizational level. The system must be ruggedized for military operations to include heat, cold, noise, humidity and vibration. Capable of operation from -40 to + 55 C outside air temperature, climate/environmental/temperature control shall be self- contained and not require an external source. The system must be capable of operation from 1553 data bus and/or backup controls. Loss of a primary sensor (LLLTV or FLIR) shall not degrade operation of the remaining sensors. The system should be passive and must be able to detect and identify various targets at various ranges and conditions. The specific targets and ranges can be found in a classified annex to this RFI. 2. Further capabilities required are contained in a classified annex. Life Cycle Cost. All elements of development, production, and sustainment costs are important. Innovative approaches that minimize integration cost with the fire control system and sensor controls/displays are of particularly high interest. 4. Sensor system delivery and integration schedule should be addressed. 5. It is desirable that responses should be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office. One CD each should be submitted to the individuals listed in paragraph 7. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked "Proprietary/Competition Sensitive Information". Two paper copies should be submitted to each of the individuals listed in paragraph 7. Paper copies must be clearly labeled as Proprietary/ Competition Sensitive Information on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/competition sensitive information will be protected from disclosure. The submitted responses should include the following: (a). Executive Summary, (b) Company Capabilities, (c) System Description, (d) Response to Data Elements, (e) Employment and Support Concept, (f) Life Cycle Cost (g) Delivery and Integration Schedule and (h) Classified Appendices (if required). 6. Classified information must be provided separately as an appendix to the basic response and can be no higher than SECRET level. A single paper copy must be provided to each of the individuals listed in paragraph 7. Transmission of classified information must be accomplished as per the procedures in DOD 5220.2M, National Industrial Security Program, January 1995.
