Description
This is a Request For Information (RFI). A solicitation document associated with this announcement does not exist at this time. The U.S. Army Soldier Biological and Chemical Command, Soldier Systems Center (SBCCOM-SSC) has a requirement for the procurement of the Authorized Stockage List Mobility System (ASLMS). The ASLMS will be used to containerize divisional supply support activities' spare parts and bulk items (Class IX). The intent is to use American National Standards Institute/International Organization for Standardization (ANSI/ISO) 8-foot by 8-foot by 20-foot containers individually or containers configured together not to exceed these dimensions as the outer storage container. The integrated system of ISO container and internal storage devices is expected to use commercial-off-the-shelf items. A representative sample of the commercially available product which is being proposed to meet the Purchase Description along with a service and maintenance manual must be available for viewing by the Government not later than 30 days after release of the Request for Proposal. The internal spare parts containers will be a mix of standardized modular drawer, cabinet, bin, shelf and high security storage systems. The bulk storage containers will have adjustable racks and hazardous material spill containment storage systems. This acquisition will be be 100% Small Business Set-Aside and will be conducted as a best value concept procurement. Depending on the availability of funds, the Government expects to award a Requirements Type contract consisting of an eighteen (18) month Basic Ordering Period and four (4) Optional Ordering Periods of one (1) year duration, not to exceed 66 months. The Basic Ordering Period will consist of an estimated quantity of four (4) Low Rate Initial Production (LRIP) units for First Article Testing and Field Evaluation. Each Optional Ordering Period will consist of an estimated quantity of 7 systems. Depending upon the availability of funds, it is the intent of the Government to procure 32 systems consisting of 256 containers during the life of this contract. The Army Acquisition Objective (AAO) is currently estimated as 69 systems for Class IX supplies with possible additional system requirements for other classes of supplies. The contract will also provide the Spare and Repair Parts necessary to support and maintain the ASLMS. A Technical Manual and Training Materials will also be required. NOTICE: In accordance with Federal Acquisition Regulation (FAR) Part 15.202- ADVISORY MULTI-STEP PROCESS, the Government invites potential Offerors to submit a concept paper, limited to 10 pages in length, describing their commercially available system and technical concept (proposed design, approach in meeting the Purchase Description, and design verification approach and capabilities); projected unit price for the ASLMS for the basic ordering period and production (supporting cost/pricing data is not required or desired); and the projected delivery schedule in terms of capability of producing the minimum and maximum number of ASLMSs per year with the anticipated lead time. The Purchase Description will be posted on the SBCCOM Homepage www3.Natick.army.mil on or about December 14, 2001. The Government will evaluate all concept papers submitted and provide a written response to the Offeror within 10 days of receipt of the concept paper. The Government may also conduct one-on-one discussions with those offerors who submitted concept papers. The purpose of this process will be to inform potential Offerors whether or not the Government believes their commercially available systems for meeting the ASLMS requirements will be viable competitors in this acquisition and the reasons for that opinion. However, this process will not preclude offerors from participating in the acquisition. Concept papers will be accepted until 25 January 2002. No hard copies will be provided. This is not an invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a commitment by SBCCOM-SSC. See Notes 1 and 25.
