(See solicitation for actual offer due date) All responsible sources may submit an offer which will be considered. Ths solicitation will not be issued at the same time as this notice. The SCope of Work for the service is listed below. SCOPE OF WORK REBUILD AND REPAIR OF THE PLS EPAC CONTROLLER I General: This scope of work covers the rebuild and repair of the Vickers Electronic Proportional Analog Control (EPAC) NSN 6110-01-365-4646, used on the Palletized Load System (PLS). II Requirements: A. Definitions: 1 Rebuild: The disassembly, cleaning, testing and inspection of the controller assembly and its components to determine and accomplish the work necessary to restore the controller to its original performance condition. 2 Repair: Restoring a component to its original performance condition, replacing parts if necessary. 3 OEM: The original equipment manufacturer. The company that originally manufactured fabricated or supplied the EPAC controller or part. OEM may include items manufactured by a subcontractor for an original equipment manufacturer, provided that the name or trademark of the OEM is shown on the item, label, or container. 4 After Market Part: Any part or component that has been manufactured or fabricated by a company other than the original equipment manufacturer their approved subcontractors and sold as a replacement part for an OEM part or component. 5 Serviceable Part: Any part that is capable of meeting or exceeding the minimum OEM standards for performing the function for which it was originally designed. 6 Non serviceable part: Any part that no longer meets minimum OEM standards. 7 Mandatory Replacement Parts: Parts/components which shall be replaced on each controller that is rebuilt or repaired. B. Controller Rebuild and Repair: 1 All controllers returned for repair/rebuild will be disassembled, cleaned, inspected, and repaired/rebuilt in accordance with best commercial practice returning the controller to its original performance condition. 2 Repaired controllers must maintain the same vehicle interface as the original equipment component. Performing to the standards of this SOW will produce a serviceable component issuable without restrictions. C. Performance/Testing 1 All controllers which have been repaired/rebuilt will be performance tested in accordance with best commercial practice. D. Packaging 1 Preservation, Packaging, and Marking shall be in accordance with MIL-SPEC 129 for all repaired controllers. IV Warranty All controllers will be free from all defects in material and construction. The duration of this warranty will be as follows: All controllers will receive a standard 1 year date of service, 2 years date of sale warranty.
