Description
1. This is a combined synopsis/solicitation for the following commercial items: Remove existing pumps and controls from the storm water lift station and replace all damaged equipment. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and price quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F41636-02-T-0013. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document incorporates provisions and clauses through Federal Acquisition Circular 01-01, which are available at http://farsite.hill.af.mil. Standard Industrial Code 7629 and North American Industrial Classification System 811310 applies to this procurement.=20 2. Description: Remove existing pumps and controls from the storm water lift station and replace all damaged equipment. Replace terminal box and float switches. Install additional float switch for alarm system. Relocate and replace existing pump motor support rails so pump can travel up and down smoothly. Period of performance approximately 30 days after award. FOB: Destination for delivery to 37th Civil Engineering Squadron, 1555 Gott Street; Lackland AFB TX 78236.=20 3. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their price quotation. In addition, the offer must be registered with Central Contractor Registration (CCR) before award can be made. This may be obtained at www.ccr.gov or by calling (888) 227-2423. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5 (Dev), Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The provisions at FAR 52.222-41, "Service Contract Act of 1965," as amended applies to this solicitation. U.S. Department of Labor, Wage Determination Number 94-2521 revision 23 (08/02/2001) is applicable to this requirement. 4. All responsible sources that are small businesses may submit a quote. Award will be based on the lowest price, responsible offer. The Government intends to evaluate and award without discussions on this procurement. All proposals/quotes must be mailed or faxed to (210) 671-3179. Point of Contact is 1Lt Scott D. Price quotations are required to be received no later than 3:00 PM CST, 18 Dec 2001, a period of acceptance must be indicated on the proposal and must be good for 30 days. Award will be made on or about 19 Dec 2001. STATEMENT OF WORK (SOW) see below. The contractor will provide all labor services necessary to affect timely and efficient delivery as well as train onsite Government employees. Services are to be provided Monday thru Friday with normal duty hours of 8:00 AM -- 5:00 PM. Normal Federal Holidays will be observed. =20 STATEMENT OF WORK BUILDING 2484 WATER LIFT STATION REPAIR GENERAL: This project is to remove existing pumps and controls from the storm water lift station and replace all damaged equipment and material. The existing pump/control support rails where installed incorrectly not allowing one of the pumps to be removed passed the ladder. The rails have begun to rust, replace with schedule 40, 316 S.S. of the same diameter of the existing rail. The rails shall be installed correctly allowing the pumps to travel up and down smoothly. The terminal box and terminals are to be replaced, the three float switches shall be replaced, and one additional float added for the alarm. SCOPE OF WORK: The contractor shall furnish all labor, material, and equipment required to repair the Lift Station as follows: -- The contractor shall use people qualified to work in a confined space. Workers shall be required to show proof of training. -- Remove the pumps and support materials all brackets, flanges, and hardware shall be loosened to allow for the lift station equipment to be lifted out of the pit in a single operation. -- Replace the pump/motor that doesn't function, with a new one. -- Replace the three float switches with new ones and add one additional switch for the alarm. -- The existing terminal box shall be replaced with a 316 stainless steel box with threaded hubs. The hub location in the new box shall match existing box hub locations. The box shall have hinged gasket cover with latched down latches NEMA-4. -- The existing system is by Rhombus Technology. All replacement parts and material shall match existing equipment and materials. -- Install two new #12 AWG stranded wires between the controller and the terminal box in the lift station pit to connect to the alarm float switch. -- All hardware, bolts, anchors, and supports shall be 316 stainless steel. -- The power cables to the pumps shall be replaced with new cables eliminating all splices. -- All power and control wiring shall be terminated on terminal strips in the terminal box. -- Add a disconnect switch ahead of the controller to allow for de-energizing and locking out the 480V supply to the controller. -- The contractor shall have a stand-by sump pump at the lift station for the duration of the job. WORKING HOURS AND SCHEDULES The work shall be accomplished from 8 A.M. to 5 P.M. daily. The project shall be completed within five days from the start date. PROTECTION OF GOVERNMENT PROPERTY The contractor shall not damage any Government property in the area of work and is responsible for all damage and the cost of returning the property to original condition. SAFETY The contractor shall comply with all local, state, federal, and base safety requirements. INSPECTION AND ACCEPTANCE =20 37CES/CEOE or its representative will conduct random inspections of work in progress. A final inspection of work will be done between the contractor and the Maintenance Engineer. JOB SITE VISIT Contractor must make a visit to the job site before submittal of bid document. The bid will not be accepted if the contractor has not made a job site visit. FINAL CLEAN UP The contractor shall leave the premises in a clean condition at the end of each work-day and upon competion of the contract. =20
