Description
The Indian Health Service (IHS), Division of Engineering Services -- Dallas (DES-D), is soliciting proposals from qualified firms to act as the Construction Manager/General Prime Contractor (CM/GPC) for the new Pinon Health Center, Pinon, Arizona. The Pinon Health Center is a 6209 square meter outpatient facility located on BIA Route 4 in Pinon, Arizona. The health center has a large outpatient department, dental department, and community health department (including public health nursing and behavioral health). The health center also has support services, including, among others, a pharmacy, radiology department, and physical therapy. THIS PROCUREMENT IS ANNOUNCED UNDER FULL & OPEN COMPETITION, FOR ALL INTERESTED PARTIES. Joint ventures will be acceptable. If a joint venture is planned, a copy of the Joint Venture Agreement shall be submitted with the Offeror Qualifications Statement. The North American Industry Classification System (NAICS) Code is 233320 and the size standard is $27.5 million. The estimated construction dollar magnitude for the expansion and renovation of the Medical Center is between $15-$25 million. The estimated construction period is 2 years and is anticipated to start in the fall of 2002. Funding will be phased in at least 2 increments. Performance and payment bonds (both 100%) will be required prior to the issuance of the Notice to Proceed for Part B of this project. For estimating purposes, the Contractor's insurance bonding provider should consider the Maximum Estimated Amount available at this time for this project to be $25M. Actual bonding requirements will be established when the final guaranteed maximum price is established. The selected CM/GPC will be a member of the construction team consisting of the A/E Design Firm, the CM/GPC, and the Government. The contract will be in two parts. Part A: As a team member, the CM/GPC will provide a guaranteed maximum price (GMP) on the complete design. During the development of the GMP, the CM/GPC will notify the Government in writing of potential constructability issues with the design, and opportunities for cost savings. The CM/GPC will develop an acceptable GMP within the budgetary limitations, which may entail ongoing evaluation of project design, and intermittent meetings with the team. The CM/GPC will make recommendations on value engineering changes, assist in preparing the construction schedule and other associated tasks for construction of the project. Part B: The selected CM/GPC must provide all management, supervision, labor, materials, supplies and equipment, transportation, and must plan, schedule, coordinate and assure effective performance of construction to meet the project requirements; bid or negotiate and award all subcontracts; perform general condition items; provide quality assurance inspections; and assume the responsibility for completing the project within the guaranteed maximum price and in compliance with the developed design specifications, drawings and the provisions of the contract. METHOD OF SELECTION: Competitive formal source selection procedures will be used in accordance with Part 15 of the Federal Acquisition Regulation (FAR). The qualifications submitted by each firm will be reviewed and evaluated for the most highly qualified firm. When responding to this announcement, firms should fully address their capability and qualifications with regard to each of the following evaluation factors. The top ranked firms recommended for interview will be evaluated and recommended solely on their written responses to this announcement. Award may be made without conducting negotiations. Prime contractors assembling a team are cautioned that the evaluation will be based on the team, not just the prime firm. The Technical Evaluation Factors in descending order of importance are: (1) HEALTHCARE CONSTRUCTION EXPERIENCE: Experience as a Construction Manager and/or General Prime Contractor on projects of similar size and general scope of this project, e.g., health centers, hospitals, and other health facilities over the past 3 years; (2) EXPERIENCE OF CONSTRUCTION MANAGER'S PROFESSIONAL STAFF ASSIGNED TO THIS PROJECT: Give professional experience, qualifications, education, and training of the CM proposed key staff personnel, e.g., project manager, superintendent, estimator, quality control supervisor, etc. Identify specific projects this team has worked on; (3) OVERALL CONSTRUCTION MANAGEMENT EXPERIENCE: Provide details about construction management experience for any type of project; (4) MANAGEMENT PLANNING & ACCOUNTING EXPERIENCE: Proposed management plan including management ability, accounting system to be utilized, critical path scheduling experience, and project software used on similar type and size projects. Experience on fast tracked and phase-funded projects in the construction manager role. Discuss experience in developing a guaranteed maximum price (GMP), including addressing constructability of project as designed and cost savings opportunities for similar size and type facilities; (5) CURRENT WORKLOAD: Illustrate current workload and how this project will fit into the schedule; (6) PAST PERFORMANCE ON GOVERNMENT PROJECTS: Past performance on contracts with Government agencies including Native American organizations, Tribal governments, Federal agencies, e.g., Indian Health Service and Bureau of Indian Affairs. Discuss utilization of minority contractors and laborers on previous Government contracts.
