- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Research grade wind tunnel consisting of bell mouth, test section, diffuser, flow source, stand, instrumentation, controls, and software in an integrated stand-alone system. 1. Test Section a. Dimensions: 12 inches x 12 inches x 36 inches minimum b. Access: easily accessible with no or simple tools c. Removable: test section shall be removable without affecting bell mouth or diffuser d. Visibility: unit under test shall be optically accessible from a minimum of three sides 2. Flow a. Turbulence: less than 0.5% RMS over the usable test area, across the entire flow range b. Variable: infinitely variable flow rate from 0 to 35 m/s minimum 3. Instrumentation and Controls a. Basic control: On/off, emergency stop, variable speed control b. Digital readout of fan motor speed c. Electronic static pressure instrumentation for 16 channels d. PCI based data acquisition system for 16 channels e. Application specific Graphical User Interface software developed from a commercial GUI package (e.g. LabView, Wonderware), integrating data acquisition and control f. Two component balance beam g. NACA 2415 airfoil with 16 pressure taps h. Motorized control of airfoil angle of attack 4. Workmanship a. Industrial quality UL rated electrical components b. NEMA rated enclosures for electrical system c. Electrical wiring per NEC d. 11 gauge steel tunnel body e. Overall length less than 15 feet The provisions and clauses in the RFQ are those in effect through FAC 97-27. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 339111 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to: 21000 Brookpark Road, Cleveland Ohio, 44135 Bldg 21 Shipping/Receiving is required within 6 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30PM 12/28/01 and may be mailed to Leahmarie Stervagi M/S 500-305 21000 Brookpark Road, Cleveland Ohio, 44135 or emailed to Leahmarie.Stervagi@grc.nasa.gov and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), (CCR) cage code, identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
