Description
In accordance with 41 USC 253(c)(1), this pre-solicitation announcement hereby advertises the Government's intention to modify its contract with the Harris Corp., Omaha Operations, Number 50-SPNA-0-00021 to increase the Contractor's ceiling for the option periods. Harris currently supports the Department of Commerce/National Oceanic and Atmospheric Administration (NOAA) with "Ground Systems Engineering and Depot Support" (GSEDS) services in support of the Defense Meteorological Satellite Program (DMSP) as well as converged polar satellite operations managed by the National Oceanic and Atmospheric Administration (NOAA). Due to Harris' task to support the WindSat Coriolis ground system network, a NOAA/NPOESS risk reduction program, additional recurring GSEDS services in the areas of systems engineering and depot support are required. In addition, due to launch delays affecting WindSat and DMSP, an additional staffing level of effort is required. This is an IDIQ task order contract. This is an expansion of the cost ceiling to accommodate this increased level of effort, not to the SOW scope, which already covers these services. The increase to the number of FTE's averages 5.33 staff years per year, or up to $747K in additional ceiling for each year of the contract. The contract is currently in Option 2 of a maximum 5-year effort. Any capable and qualified firm interested in this proposed increase in the ceiling must submit its complete capabilities in writing to the Government POC within 45 days of the publication of this announcement in order to be considered. These capabilities include, but are not limited to: (1) Launch and Early Orbit support for DMSP and WindSat ground systems; (2) Operational Test and Evaluation support of key spacecraft commanding and scheduling nodes; and (3) Simulation and test on DMSP and WindSat depot test fixtures to isolate ground system equipment failures. NO RFP IS AVAILABLE. Responses received in reply to this announcement will be treated as expressions of interest in the GSEDS FTE increase in scope, unless specifically annotated otherwise. If the Government decides to complete this increase in ceiling to the contract under authority of 41 USC 253(c)(1), no further pre-award notice will be published. See Notes 22, 25 and 26.
